About The Position

Lake Travis Fire Rescue is currently seeking an Assistant Fire Chief of Operations and Emergency Services who will provide strategic and operational leadership for the Operations Division. This individual must be highly motivated and have a proven record of expertise and achievement in all matters of fire suppression, emergency medical services, medical transport operations, hazardous material mitigation, emergency management and administrative support. This individual will report directly to the Fire Chief or their designee and is part of the District’s command staff and executive team. In addition, it will assist in coordinating assigned activities with outside agencies. Requirements

Proven work history of managing others in high-level projects and dynamic multi-agency interactions.
Practical and working knowledge of fire suppression practices, emergency medical services, and medical transport operations.
Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
Knowledge of principles and practices of organization, administration and personnel management.
Knowledge of principles and practices of budget preparation and administration.
Knowledge of principles of supervision, training, and performance evaluation.
Knowledge of principles, practices, methods, and techniques of modern fire and life safety and fire suppression activities.
Knowledge of operation, maintenance and uses of firefighting apparatus and equipment.
Knowledge of pertinent federal, state, and local laws, codes, and regulations.
Ability to work in a dynamic and fast-paced environment where directions may not always be clear or detailed, or all the necessary resources are available.
Comfortable making decisions with limited information.
Ability to meet the physical requirements necessary to safely and effectively perform the assigned duties.
Ability to gain cooperation through discussion and persuasion.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to resolve conflicts using sound judgment, tact, and effective communication.
Ability to professionally and effectively present information on an individual basis and to small or large groups including customers, vendors, media, other governmental entities; the District’s Board of Commissioners, management, and employees.
Ability to respond to inquiries, complaints, and requests for service in a fair and tactful manner.
Bachelor’s Degree from an accredited college or university in a field related to public administration, business, organizational leadership, fire and emergency services, emergency management, or a closely related discipline.
Ten plus years of command and supervisory experience in a career fire department.
Must hold the rank of Captain (or higher).
Texas Commission on Fire Protection Certifications: Master Firefighter Certification or greater, Intermediate Instructor or greater, Fire Officer IV.
DSHS Emergency Medical Technician Certification or greater.
NIMS 100, 200, 300, 400, 700, 703, and 800.
Texas Class B Exempt Driver’s License.

Nice To Haves

Master’s Degree with course work focused in finance, government, public affairs, business management, public administration, leadership, organizational management, industrial hygiene, or a closely related field.
TDH Advanced Life Support (Advanced EMT, Paramedic, or Licensed Paramedic).
National Fire Academy Executive Fire Officer (EFO) designation.
Texas Fire Chiefs Association Certified Fire Executive (CEF) designation.
Center for Public Safety Excellence – Fire Marshal, Medical Officer, or Chief Fire Officer designations.
TCFP Hazardous Material Technician Certification or greater.

Responsibilities

Provide strategic and operational leadership for the Operations Division.
Assist in coordinating assigned activities with outside agencies.
Manage others in high-level projects and dynamic multi-agency interactions.
Monitor all situations, both internal and external to the organization, that may positively or negatively impact the organization’s services or programs and modify methodologies as appropriate.
Manage complex projects and operational initiatives from planning through completion, including establishing objectives, coordinating personnel and resources, monitoring timelines and deliverables, evaluating progress, resolving implementation issues, and adjusting priorities to support District operational goals.
Maintain official documents as confidential unless otherwise directed.
Receive, accept, and process information in a manner that is appropriate for the level of information being disseminated or published and where a high degree of discretion is required.
Be politically astute to both internal and external situations.
Plan, direct and review fire suppression, emergency medical service activities, and hazardous materials emergencies.
Plan, prioritize, assign, and direct the work of District personnel.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Develop and administer sound departmental policies.
Prepare and administer a department budget once approved.
Properly interpret and make decisions in accordance with laws, regulations, and policies.
Select, supervise, train, and evaluate assigned staff.
Establish and maintain cooperative working relationships with those contacted in the course of work.
