About The Position

SAP NS2 is seeking a highly driven, and self-directed security professional to fill the role of an Assistant Facility Security Officer (AFSO)/Contract Program Security Officer (CPSO). The AFSO/CPSO position is a crucial member of the security team, and the duties and responsibilities span a customer base of the Defense Counterintelligence and Security Agency (DCSA), the Department of Defense (DoD), members of the U.S. Intelligence Community, other U.S. Government entities, international clients, and commercial partners. This position will be based in Herndon, VA and expected to be in office three days a week with potentail for some weeks to be more. The AFSO/CPSO will be responsible for the development, implementation, and oversight of the organization’s security program in compliance with applicable federal regulations, including 32 CFR Part 117, The National Industrial Security Program Operating Manual (NISPOM) Rule, Intelligence Community policies and procedures, and the organization’s Foreign Ownership, Control, or Influence (FOCI) mitigation instruments (e.g., Proxy Agreement or Special Security Agreement).

Requirements

  • 5+ years of professional Industrial Security experience with hands-on practical experience supporting personnel security clearance processing procedures and demonstrated experience managing clearance and facility clearance records across the full clearance lifecycle.
  • Demonstrated experience managing and executing a comprehensive Personnel Security (PERSEC) program, including clearance initiation, adjudication tracking, indoctrinations, debriefings, reinvestigations, and continuous vetting activities in compliance with government requirements.
  • In-depth knowledge and experience analyzing and implementing 32 CFR Part 117 (NISPOM Rule), Intelligence Community Directives (ICDs), and applicable customer security requirements, and applying them to a company’s overall security program.
  • Serve as the primary subject matter expert for personnel security reporting requirements, including SEAD 3, NISPOM, and applicable Intelligence Community (IC) directives; ensure continuous compliance through employee education, proactive guidance, and coordination with the Corporate FSOs to disseminate requirements to cleared personnel.
  • Hands on practical experience and proficiency in government security systems of record such as NBIS, DISS, NISS, SWFT, and NCAISS, with demonstrated experience maintaining data integrity, managing personnel security actions, and ensuring audit readiness.
  • Knowledge and experience supporting Sensitive Compartmented Information (SCI) programs, Intelligence Community Directives (ICDs), and familiarity with Scattered Castles and other IC clearance databases.
  • Experience supporting or performing Facility Security Officer (FSO) responsibilities, including interfacing with DCSA, maintaining compliance with the NISPOM, and contributing to overall security program management and execution
  • Experience providing security education, briefings, and training to cleared personnel on clearance responsibilities, reporting requirements, and security best practices.
  • Ability to prioritize complex, concurrent projects in a fast-paced environment
  • Completion of DCSA/STEPP training for “FSO Orientation for Non-Possessing Facilities Curriculum” within 90 days of start date.
  • Must have Active Top Secret Clearance
  • Must be a U.S. citizen

Responsibilities

  • Serve as the corporate lead for the Personnel Security (PERSEC) program, managing the full clearance lifecycle including initiation, adjudication tracking, indoctrinations, debriefings, reinvestigations, and continuous vetting activities in compliance with NISPOM and customer requirements.
  • Serve as a personnel security subject matter expert: process personnel security clearances; maintain DISS/NBIS and other applicable systems of record; ensure accurate and audit-ready personnel security files; manage visitor access requests; and generate personnel clearance reports for leadership.
  • Serve as the primary subject matter expert for all employee-related personnel security reporting requirements, including SEAD 3, NISPOM, and applicable Intelligence Community (IC) customer directives; maintain current knowledge of evolving policies and ensure timely interpretation, guidance, and dissemination of requirements to cleared personnel in coordination with the Corporate Facility Security Officer (FSO).
  • Interpret and apply 32 CFR Part 117 (NISPOM Rule) to ensure company operations meet and sustain compliance with federal security requirements; provide guidance to internal stakeholders on security policy implementation.
  • Document, investigate, and report security incidents in accordance with government and company requirements; ensure timely submission, proper documentation, and development of corrective and preventative action plans.
  • Participate in and support security self-inspections, internal audits, and DCSA assessments; identify deficiencies, recommend corrective actions, and assist with tracking remediation efforts to closure.
  • Support Facility Security Officer (FSO) functions, including interfacing with DCSA and customers, maintaining facility compliance, and contributing to overall security program management.
  • Translate complex government security policies and requirements into actionable guidance for program teams and senior leadership through briefings, reports, and day-to-day support.
  • Provide security education, awareness, and training to cleared personnel on reporting requirements, clearance responsibilities, and security best practices
  • Provide ad hoc support in response to customer-driven security requirements, ensuring continued compliance with DCSA and contractual obligations
