About The Position

The City of Anaheim Public Works Department - Construction Services Section is seeking a motivated and knowledgeable Assistant Engineer. The position will perform para-professional and technical civil engineering work including, inspection and construction management services for various Public Capital projects such as storm drain and sewer systems, water systems, electrical systems, street improvements, traffic signal improvements, park facilities, vertical construction and construction by private developers and other city departments; to ensure work quality and adherence to established policies and procedures; and to manage more technical and complex construction projects. DISTINGUISHING CHARACTERISTICS: This is the entry level class within the Civil Engineering series. This class is distinguished from the Associate Engineer by the performance of the more routine tasks and duties assigned to positions within the series. Since this class is typically used as a training class, employees may have only limited or some directly related work experience or have completed three years of course work in a board approved engineering curriculum.

Requirements

Some professional level experience in civil engineering or traffic engineering
Three years of course work in a board-approved engineering curriculum (any curriculum approved by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering Technology (ABET). Or three years or more of engineering related experience.
Knowledge of: Basic principles and practices of civil engineering and design; practices and terminology in surveying and construction standards; basic principles and practices of hydraulic engineering and hydrology; pertinent Federal, State, and local laws, codes and regulations; principles of mathematics as applied to engineering calculations; microcomputer software including spreadsheet and data base applications. In addition to when assigned to Traffic: basic principles and practices of civil engineering as applied to traffic and transportation engineering; statistical survey methods used in research and analysis of traffic engineering studies; basic computer applications in traffic and transportation engineering; construction materials and procedures.
Ability to: Perform technical research; read and interpret technical literature, drawings, diagrams and schematics; apply basic traffic engineering and transportation practices to technical problems, present findings and make appropriate reports; use and operate computer systems and software; prepare civil engineering design computations; prepare engineering plans, specifications and estimates for street, sewer and storm drain projects and/or water utility projects; use and care for engineering and drafting instruments and equipment; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

Responsibilities

Prepare preliminary and final plans, civil engineering design and layout including, cost estimates, schedules and specifications for public works projects including street, water, sewer and storm drain improvements; supervise and assist in project planning, design and contract administration.
Assist in bidding City Capital Improvement Program (CIP) projects by compiling project contract documents, including specifications, City standard plans, project plans, and estimates. Conduct field and constructability reviews on project plans in preparation for bidding. Solicit projects for public bid on City bidding platforms, conduct pre-bid meetings and job walks, respond to bidder questions and formulate project addenda, analyze bids, and make recommendations to move forward with the lowest responsible and responsive bidder.
Aid in the administration of construction project contracts by assisting with pre-construction and progress meetings, coordinating field work, managing contractor requests for information (RFI), organizing responses to change order requests, reviewing and processing contractor payment applications, and researching project plans, specifications, and contract documents.
Gather necessary documents needed for project closeout, including field survey reports, as-built plans, equipment operation and maintenance (O&M) manuals, and administrative documents needed to complete a project and produce Notices of Completion (NOC).
Conduct research on project data and produce reports and presentations as needed.
Generate staff reports and support materials needed for City Council meetings.
Calculate construction quantities, perform plan and bid item takeoff verifications, and conduct field measurements on installed material and equipment. Collect and analyze engineering design data.
Plan, coordinate, and conduct department Requests for Proposals (RFPs) for professional service, Design Build, and construction project scopes.
Assist in completing grant funding forms, reimbursement forms, and other administrative items related to grant funded projects.
Assist in planning, prioritizing, assigning, and reviewing the work of project staff and outside consultants.
Analyze field data pertaining to grades, alignments and topographical features.
Coordinate public works, electrical, and water utility activities with other City departments, divisions, sections and outside agencies.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies.
Participate in the selection of private consulting engineering services; prepare proposals; conduct interviews and review consultant qualifications; provide recommendations in the selection of consulting engineers.
Review and update engineering standard drawings, specifications and design criteria.
Perform related duties and responsibilities as required.
