About The Position

Reporting to the Drainage Superintendent, the Assistant Drainage Superintendent is responsible for assisting in the administration of various matters carried out under the Drainage Act and to assist departmental staff in drainage-related matters.

Requirements

  • 2 year College Diploma in Engineering, Construction, or Applied Science related field
  • Minimum 3 years of experience in a municipal environment or related field
  • Successful completion of the Municipal Drainage Superintendents Course (or willingness to complete) through the Ontario Ministry of Agriculture and Food
  • Or an equivalent combination of education and experience
  • Thorough knowledge of the Drainage Act
  • Awareness of Conservation Authorities Act, Species Conservation Act (formally Species at Risk Act), Occupational Health and Safety Act, Highway Traffic Act - Book 7, and the Fisheries Act.
  • Competence in surveying and construction project administration.
  • Strong organization, communication and public relations skills are also required.

Responsibilities

  • Provide response to general public requests for information in accordance with the Drainage Act and established procedures.
  • Meet with ratepayers and undertake application/petition review for all drainage related matters.
  • Prepare draft written communications for public and external authorities for review.
  • Assist the Drainage Superintendent in preparation of development of Species Conservation Mitigation plans.
  • Act as a liaison between the Engineer and ratepayers and assist in the resolution of complaints and appeals. May be required to testify at Drainage Tribunal/Referee Hearings.
  • Provide direction to ratepayers under the Tile Drainage Act including loan application, construction inspection and completion certification.
  • Liaise with contractors in the maintenance and improvements of municipal drainage works as assigned by the Drainage Superintendent in accordance with the Drainage Act and Council established procedures.
  • Assist the Drainage Superintendent in the preparation of tenders for Capital works carried out under the Act and to ensure the successful completion of these works.
  • Complete onsite inspections during construction of drainage projects.
  • Investigate and respond to Municipal drain complaints.
  • Liaise with the Public Works Department regarding road drainage issues and pump maintenance/operation.
  • Provide assistance to departmental staff in relation to drainage-related matters.
  • Assist the Drainage Superintendent in the formulation of departmental policy, work methods and procedures.
  • Assist the Drainage Superintendent in review of engineer’s reports including drawings and specifications for quality and accuracy.
  • Assist the Drainage Superintendent in preparation of By-Law documents for Council Approval.
  • Assist the Drainage Superintendent in preparation of maintenance and capital billing documentation in accordance with the Drainage Act.
  • Assist the Drainage Superintendent in preparation of DFO regulation documents for drainage project work.
  • Ensure contractor compliance with Species Conservation Act and DFO permit requirements.
  • Assist the Drainage Superintendent in preparation of Drainage Board meetings and public meetings including attending and recording minutes of meeting.
  • Perform other duties as assigned.
