About The Position

Under the general supervision and direction of the Director of Neighborhood Services, the Assistant Director of Neighborhood Services will assist in the management of the City’s day to day neighborhood services activities. The Assistant Director of Neighborhood Services will assist in the oversight of the housing and community development grant programs, code enforcement, solid waste and recycling, parks and recreation, as well as various strategic projects like management and disposition of City-owned real estate, an early learning initiative, and the neighborhood grant program. The Assistant Director of Neighborhood Services must be experienced, innovative, and strategic. The Assistant Director of Neighborhood Services must have strong political acumen and the ability to work effectively with a full range of elected leadership, employees, community organizations, and the public. The Assistant Director of Neighborhood Services must possess a strong background in real estate development.

Requirements

  • Bachelor’s degree in Business Administration, Public Administration, Public Planning, or a closely related field.
  • 3 to 5 years of related and progressively responsible work experience, including 3 years in a managerial role.
  • A combination of relevant education and experience, which would demonstrate knowledge, skill, and ability to perform the essential duties and responsibilities.
  • Possess and maintain a valid driver’s license.
  • Advanced knowledge of community engagement and neighborhood redevelopment.
  • Advanced knowledge of real estate development.
  • General knowledge of grant administration and grant applications.
  • Skill in establishing and maintaining effective working relations with a diverse range of coworkers, residents, businesses, and community organizations.
  • Skill in providing customer service in a tactful, patient, and courteous manner.
  • Skill in communicating verbally and in writing.
  • Ability to supervise and empower staff with a variety of subject matter expertise.
  • Ability to multitask multiple projects regarding a variety of subject areas.
  • Ability to work independently and collaboratively within the department, with other departments, and with external stakeholders.
  • Ability to analyze situations accurately and recommend an effective course of action or present alternative solutions.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from citizens, regulatory agencies, or members of the business community.
  • Ability to write speeches, articles for publication that conform to prescribed style and format.
  • Ability to effectively present information to executive leadership, public groups, and/or a board of directors.
  • Ability to add, subtract, multiple, and divide in all units of measure, using whole numbers, fractions, and decimals.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to compute rates, ratios, percentages, and able to create and interpret various graphs.

Responsibilities

  • Establishes goals and objectives and evaluates the degree to which they are achieved.
  • Conducts research, prepares and submits administrative reports, studies, and grant applications.
  • Manages various procurement processes (RFPs, RFQs, IFBs).
  • Researches best practices and makes recommendations regarding policy issues and matters of concern.
  • Assesses community needs and develops and adjusts programs and activities accordingly.
  • Manages special projects and initiatives assigned by the Director or at the request of the City Manager or City Commission.
  • Assists with budget preparation and management including the review of needs, programs, and projects; evaluation of budget projections; development of budgets; attendance at budget meetings; monitoring of expenditures and revenues.
  • Provides administrative oversight for the implementation of the department’s goals and strategies.
  • Assists with staff supervision by participating in the development of annual goals and objectives, providing guidance, and monitoring progress toward goal achievement.
  • Presents to City Commission, community and business groups, and the public on various neighborhood projects, programs, issues, and concerns.
  • Other duties as assigned.
