About The Position

As the Assistant Director of Human Resources, you will be the HR Director’s strategic partner and a trusted advisor to City leaders. You will help guide the systems, policies, relationships, and talent practices that enable employees to serve Fredericksburg well. This is not simply an HR operations position. It is an opportunity to influence how a full-service local government supports its people, responds to change, and builds trust across the organization.

Requirements

  • A bachelor’s degree in HR, public administration, business administration, management, or a closely related field.
  • At least six years of progressively responsible professional HR experience, including supervisory, management, or lead responsibility.
  • The ability to navigate sensitive personnel matters with discretion, fairness, and confidence.
  • Strong communication skills and a genuine commitment to responsive public service.

Nice To Haves

  • Public-sector or local government HR experience.
  • SHRM-SCP, SHRM-CP, IPMA-SCP, IPMA-CP, SPHR, or PHR certification.

Responsibilities

  • Lead, coach, and develop Human Resources staff while helping shape departmental priorities and service delivery.
  • Partner with department heads on complex employee relations, performance management, leave, policy, and compliance matters.
  • Advance practical improvements in recruitment, classification and compensation, HRIS/pay and benefits coordination, and workforce initiatives.
  • Serve as Acting Director of Human Resources when the Director is absent.
