About The Position

The Department of Citywide Administrative Services (DCAS) aims to enhance the efficiency of New York City government operations. DCAS manages numerous public buildings, oversees significant annual purchasing of goods and services for over 80 agencies, and plays a crucial role in recruiting, hiring, and training city employees. The Real Estate Services (RES) division within DCAS is responsible for managing 37 million square feet of space, handling property acquisitions and dispositions, architectural design, project management, and financial analysis of real estate transactions. The Design & Project Management (D&PM) Unit specifically provides project management and design expertise for renovations of leased and city-owned spaces, including programming, preliminary design, scope development, cost estimating, and construction administration. The Design & Project Management unit serves as a liaison between client agencies and DCAS to translate operational needs into effective space solutions. This role is within the Engineering group of the D&PM Unit.

Requirements

  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work.
  • At least two (2) years of which must have been in an executive, managerial, or administrative capacity.
  • Candidates should understand the real estate market and have a familiarity with real estate transactions.

Nice To Haves

  • Manage complex electrical and/or mechanical projects in Leased and City owned space including multi story buildings, interior office builds out and light industrial applications.
  • Develop, review, and/or supervise plans and technical drawings to ensure code, industry, and City compliance.
  • Perform project contract and general administrative duties.
  • Assist with the supervision of engineering staff to provide coverage when staff is out of office or assist with highly complex matters.

Responsibilities

  • Develops and reviews site evaluations and scopes of work for City Agency relocations and renewals in leased spaces with regards to engineering scope.
  • Reviews the preparation of contract documents and specifications for the construction of new spaces and alteration of existing spaces, based on the approved preliminary plans, scopes of work and terms of the relevant lease documents.
  • Performs construction project management and develops project deliverables for leased spaces.
  • Maintains schedules and project information.
  • Supervises staff members in accordance with Design & Project Management procedures.
  • Provides engineering design services for in-house projects.
  • Reviews bid submittals for projects in leased property to ensure inclusion of all required engineering scope of work.
  • Provides oversight and review of engineering related change orders scope of work for coordination with estimators and project managers.
  • Assists the Director of Engineering with the supervision of staff engineers and workload allocation.
  • Serves as second in command in the absence of the Director of Engineering.
