In conjunction with the Director of Community Services and Quality Manager, this role assists in the development and implementation of the quality improvement plan within the Community Services Department to ensure regulatory compliance. The position implements personnel policies and procedures for all staff within the Community Service Department and is responsible for the overall supervision of residences and Residence Managers. This role also assumes coverage responsibilities, including direct service activities, in the absence of a Residence Manager. Regular and frequent site visits to residences, including overnight visits, are required to observe programs, participate in team meetings, and monitor the overall status of residents and facilities. The position provides administrative and professional supervision of clinical staff, maintains a supervisory log, meets regularly with staff, and provides annual evaluations. It supports the new hire process and training of all staff, and facilitates regular meetings for RNs, BIS, and QIDPs. The role is responsible for participating in the leadership development of the Community Services teams, building capacity and quality of service delivery, and providing staff training in compliance areas. It develops and recommends appropriate standards and protocols to the Director of Community Services and ensures that all pertinent standards, protocols, and regulations are carried out. The position ensures individuals receive appropriate programs and care within each residence per their plans. It communicates necessary operational information to the Director of Community Services and interfaces with OPWDD Division of Quality Improvement staff for program certification reviews, including attending exit conferences, formulating Plans of Corrective Action, and assisting in monitoring compliance. The role implements the Incident Reporting and Review System for the Department, provides technical support to Residence Managers, and assists in coordinating paperwork, notifications, and monitoring of reportable incidents, serious reportable incidents, and allegations of abuse until closure. A weekly work schedule of regular blocks of time spent at each residence is maintained, incorporating one evening per week to view dinner and evening activities, and rotating between an overnight and weekend "check-in" one time per month. These visits are to observe program, participate in team meetings, offer technical/regulatory support, and monitor residents and facilities. Documentation of oversight activities is maintained. The rotation is designed to complement the Quality Manager's schedule to ensure broader coverage. The position also works with each Residence Manager to monitor the physical plant of each residence.
