About The Position

The Assistant Director of Asset Management supports the Director in overseeing, coordinating, and executing the operational, administrative, and regulatory responsibilities for Mixed-Income, Tax Credit, and Affordable Multifamily properties owned or co‑owned by the Housing Authority, including associated commercial retail spaces. The role contributes to strategic planning, ensures regulatory and program compliance, provides supervisory support, and assists with daily operational management to promote effective and sustainable property performance across all Tampa Housing Authority (THA) owned and affiliated assets.

Requirements

  • Bachelor’s Degree in Public Administration, Business Administration, Property Management, Construction Management, or related field.
  • Four (4) years of progressively responsible experience in public housing, property management, or related field; one (1) year in a supervisory or lead capacity.
  • Valid Florida Driver’s License and insurable under Agency policy.
  • Knowledge of HUD, THA, and other applicable regulations related to public housing operations.
  • Knowledge of management, supervision, and communication principles.
  • Knowledge of budgeting, report writing, and data analysis.
  • Ability to plan, organize, and prioritize multiple tasks.
  • Ability to establish effective working relationships with staff, residents, officials, and the public.
  • Ability to compile and analyze data, prepare reports, and offer operational recommendations.
  • Ability to support staff development and evaluate performance.
  • Ability to use computers and office equipment to prepare documentation.

Nice To Haves

  • Certification such as Certified Housing Manager or ability to acquire within one year.

Responsibilities

  • Assist in overseeing daily housing operations through coordination with subordinate supervisors.
  • Help promote strong performance indicators (PHAS) by supporting occupancy, rent collection, inspections, and resident satisfaction procedures.
  • Review rent collection reports and notify the Director of trends or concerns.
  • Support resolution of resident grievances in accordance with established policies and HUD regulations.
  • Assist with interpreting federal, state, and local regulations related to Mixed-Income, Tax Credit, and Affordable Multifamily properties.
  • Support the preparation and monitoring of departmental budgets and expenditures.
  • Help implement departmental priorities and communicate operational directions to staff.
  • Conduct or participate in staff meetings to share updates and gather status reports.
  • Assist with development of short- and long-term operational goals aligned with THA’s strategic plan.
  • Represent the department in meetings or community engagements as assigned.
  • Participate in interviews and provide hiring recommendations to the Director.
  • Assist with interpreting and applying THA personnel and departmental policies.
  • Review and verify staff time and leave reports.
  • Support preparation of employee performance evaluations and performance improvement plans.
  • Monitor timely completion of evaluations and ensure documentation of performance issues.
  • Provide guidance to supervisors regarding personnel matters, discipline, and staff development.
  • Recommend corrective actions to the Director as appropriate.
  • Confer regularly with the Director regarding departmental issues, project updates, and operational needs.
  • Participate in professional training to stay informed of Mixed-Income, Tax Credit, and Affordable Multifamily properties and property management trends.
  • Assist with preparation of budgets, budget revisions, and departmental reporting.
  • Prepare reports, data summaries, and analysis as assigned.
  • Assist with the Strategic Planning process and implementation, including statements, revisions, cost estimates, and public hearing preparation.
  • Prepare charts, graphs, and documentation needed for presentations or compliance reporting.
