About The Position

Under this approach, a dedicated Senior Financial Officer (SFO) is assigned to each ministry to provide strategic financial leadership aligned with ministry priorities and broader government‑wide objectives. The Ministry of Technology and Innovation (TI) operates at the intersection of government service delivery and Alberta's innovation economy. TI is responsible for shaping the province's technology strategy, advancing economic development through intellectual property creation, and driving modernization across government. In alignment with the Government of Alberta's (GoA) One Government approach to financial service delivery, TI is committed to strategic financial leadership that supports its transformation-oriented mandate to build new programs, establish organizational capacity, and accelerate Alberta's position as a hub for innovation. Requirements

  • Significant executive leadership experience, with strengths in financial management and fiscal oversight within a large public‑sector organization.
  • Substantive private sector experience in a senior financial leadership role.
  • Proven track record of driving change with demonstrated experience in innovation, economic development, or intellectual property creation environments, whether as a Chief Financial Officer (CFO), Senior Financial Officer (SFO), or senior financial analyst and executive advisor.
  • Demonstrated experience building new programs, organizational functions, or service models from the ground up.
  • Demonstrated ability to lead organizational transformation in complex, multi‑stakeholder settings.
  • Strong political, business and financial acumen supported by strategic analyses.
  • Ability to make sound recommendations.
  • Effective decision-making skills.
  • Exceptional communication and stakeholder engagement skills.
  • Demonstrated ability to inspire and lead high-performing teams.
  • A degree in Commerce, Business, Management, Public Administration, or a related field is required.
  • A professional accounting designation is required.

Responsibilities

  • Overseeing the department’s financial governance framework and coordinating the delivery of financial services to both the department and its associated public sector agencies.
  • Providing strategic guidance to the Minister, Deputy Minister, executive leadership, and program areas on financial planning, strategy, and execution across a range of complex business environments.
  • Leading all fiscal management activities, including budgeting, financial planning, and reporting, ensuring alignment with departmental priorities and government-wide objectives.
  • Fostering a culture of financial stewardship and collaboration.
  • Championing a shared vision of financial governance and strategy, while delivering high-quality financial advice and information to support key government decision-making bodies, particularly Treasury Board and Finance.
  • Leading and being accountable for procurement, contract management, and contract review, ensuring robust oversight in a rapidly evolving program environment.
  • Leading the design and build of new programs and organizational functions from the ground up, directly advancing Alberta’s innovation and economic development agenda and supporting the implementation of TI’s mandate letter.
  • Identifying and advancing revenue generation opportunities, including those related to intellectual property creation, commercialization, and strategic partnerships.
  • Leading the establishment of a corporate services division, including governance frameworks, processes, and recruitment to support TI’s growth.
  • Establishing and leading a vendor management function, working with ADM peers to drive cross-ministry efficiencies.
  • Driving the adoption of AI-enabled financial tools and processes to enhance forecasting, reporting, and decision support.
  • Leading financial oversight of agencies, including direct engagement with agency CFOs and strengthening accountability frameworks.
