Serves as counsel representing the legal interests of the County for assigned departments in accordance with state laws and rules of professional conduct. Provides legal advice to represented clients and other department heads, elected officials and managers as assigned. Attends meetings; assesses legal issues presented; researches internal regulations, policies and procedures and relevant state and federal law; advises clients on legal solutions and execution of appropriate steps and implementation; writes legal opinions and memoranda; develops strategies and solutions to ensure compliance; and provides information regarding updated laws and regulations as needed. Represents assigned clients in litigation, including preparing and responding to discovery, motions, briefs, and pleadings; taking and defending depositions; meeting with clients and witnesses; conducting legal research; determining case strategy; representing clients in mediations, trials, and hearings in-person and remotely; arguing client's position; making and responding to legal arguments; presenting and examining witnesses; introducing and/or objecting to evidence; issuing subpoenas; preparing and responding to appellate briefs; representing clients in appellate oral arguments; and communicating with clients, opposing counsel, and adverse parties. Drafts and reviews contracts and agreements, ensuring compliance with internal policies, procedures, and local, state, and federal laws. Analyzes terms and conditions to protect the County's interests and provides legal advice regarding contract details. Represents assigned departments in personnel matters, including Merit System hearings and other proceedings. Represents the County Tax Assessor in tax appeals, including preparing and responding to discovery, attending mediations, arbitrations, and hearings, and representing clients at trial. Develops and reviews legislation, including drafting, interpreting laws, ordinances, regulations, and resolutions, and analyzing their impact on County policies and services. Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures, as well as new procedures, trends, and advances in the profession. Reads professional literature, maintains professional affiliations, and participates in training and continuing education activities.
