About The Position

The New York City Department of Sanitation (DSNY) is seeking an Assistant Commissioner for Program Development and Compliance within the Bureau of Solid Waste Management (SWM). This new position will lead strategic contracting and compliance for diverse programs, supporting the implementation of the citywide Solid Waste Management Plan. The Bureau manages a high volume of contracts for the construction and maintenance of solid waste management infrastructure, as well as the disposal, recycling, and marketing of solid wastes. The Assistant Commissioner will report to the Deputy Commissioner, manage a team of approximately 8 civilian staff, and advance the Bureau's strategic direction, focusing on implementing the solid waste management plan, increasing resource recovery, and responsibly managing collected materials.

Requirements

  • A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Political Science or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position.
  • OR a bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position.
  • OR a four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in '1' above, 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity.

Responsibilities

  • Overseeing all regulatory compliance requirements for permits held by SWM, including reporting, modifications, and applications.
  • Ensuring compliance by contracted vendors with contractual requirements and applicable city, state, and federal rules and regulations.
  • Coordinating with other city agencies on compliance matters.
  • Overseeing land use changes, environmental liability, and future uses for former in-city landfills managed by DSNY.
  • Leading multiple major procurement and contract actions over the next 10 years to support SWMP26 implementation, including contracts for recycling and MSW capacity.
  • Monitoring developments in technology and capacity for solid waste management in coordination with Agency Executives.
  • Leading the development and negotiations for inter-agency agreements, such as for public or commercial use of DSNY facilities.
  • Advising on policies, programs, and regulations at the city, state, and federal levels related to solid waste management and resource recovery.
