About The Position

The purpose of this classification is to perform managerial functions associated with assisting the City Manager in the administration of city affairs. Assists the City Manager in administering city affairs; assists in planning, directing, monitoring, and evaluating city programs and operations; investigates performance problems; makes recommendations concerning city organization, management, and services. Plans, directs, and coordinates operations and activities of various city divisions, including Code Enforcement, Community Development, Engineering, Mass Transit (HART) and Safety divisions. Assists with planning, directing, coordinating operations and activities of all City departments. Oversee projects such as, but not limited to, construction of roads, sidewalks, facilities, and sports program management. Conceptualizes, plans, organizes, develops, and implements various socio-economic community-wide development programs working with federal, state, and local agencies/departments; monitors and analyzes existing and developing federal/state funded programs, appropriations, and legislation for possible impact and implementation in the community. Oversees the redevelopment of underserved areas of the City. Ensures city compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violations. Consults with city management, commissioners, and other officials as needed to review city activities, provide recommendations, resolve problems, and give/receive advice/direction. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Consults with assigned staff to review work requirements, status, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise. Assists in developing and executing city policies and procedures. Assists in providing budgetary guidance to city departments and programs; develops and implements budgets; monitors expenditures. Assists in developing and implementing long/short term goals, objectives, and strategic plans for the city. Reviews, evaluates, and makes recommendations on pending legislation of importance to the city; researches, drafts and reviews various ordinances, resolutions, legislative bills, and other documents as required. Conducts or oversees special projects as assigned. Compiles and/or monitors various administrative and statistical data pertaining to city operations; performs research as needed; makes applicable calculations; analyzes trends; prepares or generates reports; maintains records. Processes a variety of documentation associated with city operations, per established procedures and within designated timeframes; distributes documentation or retains records as appropriate. Generates manual and/or computerized reports; balances reports; analyzes data and identifies trends; submits reports to appropriate individuals or agencies; forwards or retains reports as appropriate. Prepares or completes various forms, reports, correspondence, or other documents. Receives various forms, reports, correspondence, manuals, policies, procedures, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Operates a computer to enter, retrieve, review, or modify data in computer database; verifies accuracy of entered data; makes corrections as appropriate; uses knowledge of various software programs to operate a computer in an effective and efficient manner. Performs research functions as needed. Answers the telephone; provides information, guidance, and assistance; returns calls as necessary. Responds to complaints and questions related to city operations; provides information, researches problems, and initiates problem resolution. Communicates with city manager, commissioners, employees, city departments, officials, local/state/federal government representatives, outside agencies, consultants, attorneys, the public, the media, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Promotes positive public relations in the community; provides education and information relating to city programs, plans and policies; gives speeches and presentations as appropriate. Attends meetings; serves on committees and boards as needed; makes speeches or presentations. Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. Maintains regular and predictable in person attendance during regular business hours of the City of Henderson is required. Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City’s Drug and Alcohol policy. Performs the duties of City Manager in absence of same. Operates a motor vehicle to conduct work activities. Performs related duties as required, necessary, or assigned.

Requirements

  • Bachelor’s degree in Public Administration, Business Administration, or related field
  • Supplemented by six (6) to nine (9) years progressively responsible experience involving municipal or private-sector management
  • Must possess and maintain a valid driver’s license.
  • Must reside within Henderson city limits within 12 months in the position.

Nice To Haves

  • Master’s level course work in the field preferred
