About The Position

The Department of Mental Health (DMH) at Worcester Recovery Center and Hospital (WRCH) is seeking a dynamic and strategic administrator to serve as the Assistant Chief Operating Officer for Operations (ACOO) to provide effective leadership, administration and clinical functions in collaboration with the Chief Operating Officer (COO). The selected candidate, under the direction of the COO, is responsible for ensuring that all departments provide quality services and are compliant with applicable laws, regulations, codes, and standards including, but not limited to, those established by The Joint Commission (TJC), the Center for Medicare and Medicaid Services (CMS), the Department of Public Health (DPH) and the Board of Registration in Medicine (BORIM), the Division of Labor, Division on Labor Standards (DLS). ACOO of Operations primary responsibilities include emergency management and environmental of care. Please note: This is a 40 hour/week position. The schedule is 8:30 AM - 5:00 PM with Saturday and Sunday off.

Requirements

  • Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
  • I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  • II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
  • III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
  • IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Nice To Haves

  • 8 years or more direct hospital operations management experience in the public or private sectors.
  • Demonstrated knowledge and experience with the Joint Commission, CMS, or Health Care Quality.
  • Proven record of success in project management, with a particular focus on establishment of quality standards, results tracking, and evaluating outcomes.
  • Knowledge of property management and industry standards for the maintenance and operational needs of a large inpatient facility.
  • Effective communication and organizational skills with an ability to negotiate and resolve challenging operational barriers
  • Current familiarity of external agency interface with Division Labor Standards, Infection Control, Patient Safety, and Quality Improvement.
  • Sound business and budgetary proficiency with an ability to maintain professional and productive relationships with internal and external colleagues, vendors, agencies and partners.
  • Talent for leadership and people management with the ability to direct projects and people while effectively managing resistance and improving program outcome.
  • Ability to work well with diverse populations in diverse settings in a manner that builds trust and supports increased collaboration and partnership.
  • Proficiency in Microsoft applications such as Word, Outlook, Excel, and PowerPoint
  • Given the population served, bilingual or multilingual fluency.

Responsibilities

  • Provide direct oversight, management and supervision to non-clinical departments including Food and Nutrition Services, Environmental Services, Campus Police and Risk Management/Safety. Oversees emergency management and Environment of Care.
  • Manage and maintain a hospital campus environment that is sanitary, safe and hazard free across the entire facility, over all shifts, in accordance with industry standards.
  • Provide support and ongoing education to staff on all state and federal regulations to maintain constant compliance with standards.
  • Partner with the COO, Assistant COO of Compliance, and departmental leaders to ensure employees, vendors, and service providers meet performance standards.
  • Provide administrative hospital functions in the absence of the COO including 24-hour coverage for critical incidents as part of the administration on call rotation.
  • Ensure the protection of patients’ legal and human rights.
  • Establish working relationships among DMH Central Office, EOHHS agencies, Labor Relations and Human Resources.
  • Ensure the proper guidance and administration of the agency’s policies, program goals and objectives.
  • Champion collaborative problem solving and decision-making processes to maximize the effectiveness of agency priority initiatives.
  • Serve as an active member of a variety of hospital wide committees that contribute to the operation and functioning of the WRCH.
