About The Position

The State of Connecticut, Department of Social Services (DSS) is recruiting for an Assistant Chief of Fiscal Administrative Services in Hartford, CT. This role involves guiding fiscal and budgetary operations for Medicaid, SNAP, and other safety net programs, managing approximately $10 billion in state and federal funds annually. The position serves as a key advisor to DSS executive leadership, the Office of Policy and Management, legislative staff, federal partners, and program leaders, translating complex financial data into actionable insights for decision-making. Responsibilities include leading sophisticated analyses of Medicaid and health care program finances, developing forecasting and scenario models, monitoring spending and fiscal risks, and assessing the financial impact of proposed legislation, regulations, and policy changes. The role also involves leading, developing, and inspiring a high-performing fiscal team, fostering collaboration, accountability, and professional growth. The position will present financial trends and recommendations to executive leadership, and develop dashboards and performance measures to make data actionable, contributing to the effective stewardship of resources supporting Connecticut residents and communities.

Requirements

  • Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, payroll, purchasing, or other administrative functions) at least one (1) of which must be an accounting function.
  • Two (2) years of the General Experience must have been supervising professional level staff.
  • Considerable knowledge of and ability to apply management principles and practices
  • Ability to understand and apply relevant state and federal laws, statutes and regulations
  • Principles and practices of public administration with special reference to governmental budget management and governmental accounting
  • Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration
  • Considerable interpersonal skills
  • Oral and written communication skills
  • Considerable ability in preparation and analysis of financial and statistical reports
  • Ability to utilize EDP systems for financial management

Nice To Haves

  • Experience with Medicaid or other complex financial analysis, including expenditure analysis, forecasting, reimbursement, federal and state funding, impact of policy changes through legislation or regulation or other fiscal activities related to Medicaid.
  • Experience analyzing pharmaceutical costs and trends, including drug utilization and expenditure analysis, forecasting the budget impact of new or high-cost drugs, pharmacy reimbursement, or drug rebate programs/340B drug pricing.
  • Experience communicating and presenting complex financial or budget information to executive leadership, legislators, or other stakeholders through written reports, presentations, and recommendations to leadership and other stakeholders.
  • Experience leading and developing finance and accounting staff, including assigning, reviewing and prioritizing work, providing technical guidance and feedback, and supporting professional growth.
  • Experience building strong working relationships across organizations, collaborating with program, policy, or other non-finance teams to develop estimates or resolve issues.

Responsibilities

  • Assists in directing staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis

  • Maintains contacts with and acts as liaison to individuals within and outside of state who might impact on program activities
  • Advises agency head regarding fiscal and administrative matters
  • Assists EDP experts in planning and implementation of financial aspects of EDP systems
  • Utilizes EDP systems for financial records, reports and analyses
  • Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation
  • Leads the recruitment and hiring of staff, including outreach, interview and selection
  • May direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping
  • In a facility or institution may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies
  • May direct a program of internal and/or external audit
  • Performs related duties as required
