About The Position

The Assistant Chief Financial Officer (ACFO) provides competent leadership and supervision in the management of the day-to-day fiscal operations of the Neighborhood Health Association (NHA). The ACFO assists the Chief Financial Officer (CFO) in managing all fiscal matters and acts on behalf of the CFO in their absence. NHA is Northwest Ohio’s largest community health center system, dedicated to empowering and educating individuals to eliminate healthcare inequities and support personal responsibility for health, regardless of the ability to pay.

Requirements

  • Bachelor's degree with a major in business administration.
  • At least three to five (3-5) years of financial experience in the health care field.
  • Thorough knowledge of credit financing area and the third-party billing requirements.
  • Knowledge of regulatory agencies and their current regulations as it relates to all areas in financial services.
  • Working knowledge of the applications of the computer science field.
  • Good oral and written communication skills.
  • Excellent interpersonal skills with the ability to interact with associates at all levels of the organization.
  • Ability to move about the clinics between workstations.

Responsibilities

  • Assists the Chief Financial Officer in the overall management of the fiscal operations of the organization and acts on behalf of the Chief Financial Officer in his or her absence.
  • Manages the day-to-day operations of the finance department, including workflow, staffing, scheduling, performance management and professional development of assigned staff.
  • Directs and is responsible, through subordinate personnel, for all audit, billing, cashiering services, collection, financial counseling, and AP functions.
  • Prepares the accounts receivable report for the finance committee of the Board of Trustees and reviews it with the Chief Financial Officer.
  • Assists in the development of current and future year forecasting of bad debt for cash management as well as on-going monitoring of reserve for doubtful accounts including annual audits for the clinic.
  • Responsible for all billing and collection of revenue generated by patient charges and non-patient revenue as it relates to Neighborhood Health Association operations to move into physician revenue as it relates to clinic business.
  • Assists in the preparation, direction and monitoring of annual divisional and departmental budgets.
  • Provides input on the development of programs within the division which will enhance collection of receivables and promote positive public relations as it relates to Neighborhood Health Association patients and patients.
  • Develops, directs, and is responsible for quantitative quality standard objectives for areas reporting under financial services.
  • Oversees the month-end and year-end close process, general ledger account reconciliations and the preparation of monthly financial statements and supporting schedules.
  • Supports annual audits, grant reporting and cost reporting requirements, including the preparation of requested schedules, reconciliations and supporting documentation.
  • Maintains knowledge of accounts receivable and billing systems used by the clinic and makes procedural adjustments to incorporate changes in those systems.
  • Maintains current knowledge of all federal and state collection laws and regulations and modifies operations and policies accordingly.
  • Develops and maintains department operations to ensure compliance with federal regulations.
  • Continuously evaluates and implements, as appropriate, new technology as it relates to the improvement of financial services.
  • Performs and monitors other Neighborhood Health Association financial functions as may be assigned by the Chief Financial Officer or CEO.
