About The Position

This position is responsible for supporting the administration of the Connecticut State Building Code and other referenced codes. The Assistant Building Official assists the Building Official in reviewing, interpreting, and enforcing applicable laws, ordinances, and regulations. The role requires a thorough knowledge of the Connecticut State Building Code and related codes, as well as strong customer service skills for interacting with the public.

Requirements

  • Superior customer service skills with the ability to clearly communicate code requirements objectively and educationally.
  • Thorough knowledge of the methods, materials, and techniques of the Mechanical, plumbing, and electrical trades.
  • Thorough knowledge of applicable codes, reference standards, municipal ordinances, state laws, and other related regulations.
  • Ability to read and interpret construction plans and specifications and recognize deviations.
  • Ability to establish and maintain effective working relationships with builders, architects, property owners, government representatives, and the public.
  • Skilled in applying knowledge of all applicable CT State Building Codes.
  • Ability to use measuring equipment, tape measures, levels, laser levels, and electrical testing equipment.
  • Familiarity with the functions, operations, policies, practices, and terminology within a municipal building department.
  • Proficient computer knowledge and experience working in Microsoft Office suite products.
  • Ability to compose letters and memoranda with detail and accuracy.
  • Ability to make decisions independently in accordance with policies and regulations.
  • Ability to manage duties independently during high-volume times.
  • Knowledge of Microsoft Office, particularly Outlook Mail.
  • Knowledge of, or the ability to learn, permitting software and data management including Geographic Information Systems (GIS).
  • Must possess a high school or equivalent graduate degree.
  • Greater than five (5) years of employment in building construction, architecture, civil engineering, or an allied field.
  • Must hold and maintain a Building Official or Assistant Building Official license under the provisions of the General Statutes of Connecticut.
  • A valid Connecticut State driver’s license.
  • Building Official or Assistant Building Official License.

Nice To Haves

  • Inspectors shall attend a minimum of ninety (90) hours of approved continuing education programs over consecutive three-year periods or as mandated by licensures.

Responsibilities

  • Assists in administering the Building Code, including permitting, enforcement, and inspections, under the general supervision of the Building Official.
  • Serves as a representative for the Town of Southington while performing work-related duties.
  • Reviews building permit applications, construction plans, and documentation for code compliance and evaluates construction costs and estimates.
  • Issues building and demolition permits, and certificates of approval/occupancy.
  • Oversees construction work for conformity with codes and regulations, and evaluates test results to ensure compliance.
  • Performs necessary inspections for residential, commercial, and industrial projects.
  • Reviews and interprets code provisions with architects, engineers, contractors, and the public.
  • Educates contractors and the public on permit requirements, codes, and licensing.
  • Responds to and investigates complaints of code violations and manages enforcement actions.
  • Prepares plan review letters and provides required inspections.
  • Acts as the contact for emergency calls in the absence of the Building Official.
  • Assists with the maintenance of permit records and digital records for the building department.
  • Assists administrative staff and performs administrative work as needed.
  • Utilizes town-issued cellular phones and tablets for field work, coordination, and real-time reporting.
  • Attends training programs and reads technical reports to stay informed on code changes.
  • Collects payments for building permit fees and state educational fees.
  • Enters required data into departmental software/databases/programs.
  • Receives and responds to phone inquiries, voicemails, and emails.
  • Regular attendance is required.
  • Performs other duties as assigned by the Building Official.
