About The Position

The City of Richmond Department of Public Utilities (DPU) is seeking a qualified individual for the position of Asset Manager to join the Enterprise Asset Management (EAM) group. The incumbent will directly oversee the development and implementation of horizontal asset management solutions that effectively respond to business needs throughout DPU. Additionally, the incumbent will supervise staff, including assigning and balancing workloads and priorities; conducting performance evaluations; coordinating training, career development and mentoring; and implementing hiring, discipline, and termination procedures.

Requirements

  • Bachelor's Degree in information systems, business, Geographic Information Systems (GIS) or directly related field
  • Five years of professional level GIS or asset management experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
  • GIS concepts and practices

  • Computer programs such as ArcGIS Desktop, Microsoft Access, etc.
  • Electronic databases and related software applications such as asset management systems, Cityworks software, Geographic Information Systems (GIS), ArcGIS Server, etc.
  • Familiarity with programming & software engineering practices, e.g. git-based version control, agile methodologies, etc.
  • Project & Product management, e.g. milestone-driven schedules, budgets, contracts, vendor management roadmapping, feature backlogs, etc.
  • Field collection techniques for horizontal assets in a public utility setting, e.g. high-accuracy global navigation satellite systems (GNSS), small Unmanned Aerial Systems

Responsibilities

  • Research, recommend, and oversee the development and implementation of innovative geospatial solutions to meet specific client business needs
  • Balance workloads among available resources by directly supervising internal staff in addition to developing and executing task orders for contracted resources
  • Serve as technical product owner/manager in an agile work environment by owning backlog and creating, prioritizing, and assigning tickets
  • Change management to include clarification of anticipated outcomes, training and support to end users, and evaluation of solution effectiveness and user adoption
  • Key representative of EAM group for the wider DPU and City organization in meetings with key stakeholders, new hires, etc.
  • Remain abreast of trends and developments in related fields and participate in continuing education to enhance technical, quantitative, and qualitative analysis skills to meet the changing needs of clients
