About The Position

Under general supervision, the Asset Management Technician is responsible for the ongoing development and implementation of asset management principles and practices in all divisions of the Public Works Department. This role recommends and implements Asset Management policy and strategy for the Public Works Department. The technician assists in the means and methods for collecting, analyzing, and reporting on data used to support complex decision making using accepted asset management principles and practices. They coordinate data collection programs related to Public Works business operations, support strategic planning and prioritization, provide administrative support, and oversee the use of specialized software.

Requirements

  • One year of experience in information technology operations.
  • Must attain a Class “C” Texas driver's license within 60 days.
  • Knowledge of systems administration; of computer hardware and software configuration and troubleshooting; of operating systems and applications; of computer programming and architecture of scripting languages; and of Internet security administration.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; in coordinating solutions to problems; in developing or revising system configurations; in scheduling, testing, installing, and implementing system software; and in troubleshooting computer systems.
  • Ability to recognize, analyze, and resolve technical issues; to use network management, administration and other system administration tools; to analyze systems and procedures; to write and revise standards and procedures; & to communicate effectively.
  • Must be proficient in multi-tasking to meet deadlines provided.

Nice To Haves

  • Bachelor’s degree in computer science, Management Information Systems or a related field, preferred.
  • Proficient in Cartograph, PeopleSoft, e-Builder, ArcGIS, Microsoft CRM, Microsoft Office Suite and other Public Works asset management related systems preferred.

Responsibilities

  • Maintains the functionality of the systems environment, the implementation of technology solutions, and the development of server upgrade plans and procedures.
  • Leverages ArcGIS for in-depth spatial analysis & solutions.
  • Implements and/or develops operating procedures for technical support, troubleshooting, maintenance, and innovative systems administration techniques.
  • Provides guidance in troubleshooting and solving complex problems related to system software and hardware incidents and problem calls, and in the processing of service requests and tasks.
  • Coordinates projects that cross functional Harris County systems that require coordination, planning, and scheduling during project development and implementation.
  • Assists in analyzing and defining Precinct 2 disaster recovery responsibilities and procedures.
  • Maintains, implements, monitors, reports, and develops all assets, work performed, planned maintenance and resources within the database.
  • Assists in the development and implementation of new or revised processes and procedures that effectively meet Precinct 2 needs and improve workflow.
  • Analyzes, troubleshoots, and resolves system hardware, software, and networking issues; and provides status reports to management.
  • Assists in the training of staff on all systems and provides advice and guidance during the implementation process.
  • Responsible for maintaining and/or updating the Precinct 2 Public Works website.
  • Performs other duties as assigned.
