About The Position

The Harris County Flood Control District (District) is seeking qualified candidates for the Asset Management Assistant Director position. This role is responsible for providing overall leadership and guidance for the planning, coordination, and program management functions of the asset management division. This division supports, establishes, and plans maintenance and property management activities for the District. The District's mission is to reduce the risk of flooding in Harris County, which has a population exceeding 5 million and includes the City of Houston. The District manages approximately 1,500 channels totaling nearly 2,500 miles, over 60 regional stormwater detention basins totaling more than 10,000 acres, and several wetlands mitigation banks.

Requirements

  • Requires a minimum of a bachelor’s degree from an accredited four-year college or university in civil engineering, construction management, architecture, business and analytics, or a similar technical-focused curriculum.
  • Requires a minimum of ten years of progressively responsible, verifiable experience in managing program and project delivery programs, and/or public works field operations related to hydrology, storm water management, and/or urban development.
  • Requires experience working with government agencies and their governing bodies.
  • Requires significant managerial experience over large groups of professional, technical, field, and administrative employees.
  • Requires experience in change management and program scaling for expanded services.
  • Valid Class C Texas Driver’s License (Required)
  • Excellent diagnostic and troubleshooting skills to solve work problems, advise on technical questions, and/or difficult work solutions.
  • Excellent analytical skills in applying guidelines, policies, and precedents and in adapting standard methods to fit facts and conditions.
  • Excellent communication skills, including presentation, grammar, and writing skills.
  • Solid knowledge/understanding of Federal, State, and local rules, regulations, and standards related to engineering and construction management and ability to read, comprehend, interpret, and communicate details and changes, as needed.
  • Ability to work independently with limited or no supervision, with long periods of relative autonomy and general review.
  • Ability to make independent judgments that have a significant impact on employees and/or the organization.
  • Utilize good time management skills and effectively prioritize, identify, and solve problems, and be successful in a time- and deadline-driven environment.

Responsibilities

  • Directs and administers division activities through subordinate technically focused department managers.
  • May initiate or authorize employee hiring, promotion, discharge, or transfer.
  • Gives work directions, resolves problems, coordinates program activities, schedules, and manages resources to ensure adequate allocation of resources for maintenance activity execution.
  • Monitors planned maintenance activity needs across multiple fiscal years, analyzes costs, and coordinates the budget for long-range planned activities.
  • Reviews and analyzes technical data and reports, records, and directives, and coordinates with district staff required for maintenance program planning, ensuring consistent administration practices and the reporting of work in progress, key performance indicators, and problems encountered.
  • Prepares reports and records on division activities for management and KPI reporting.
  • Coordinates all infrastructure right-of-way acquisition needs for all right-of-way acquisitions related to maintenance activities for access, channel ownership program support, maintenance project design support, asset management program support, and all other maintenance needs.
  • Assigns or delegates responsibility for specified work or functional activities associated with property management, encroachment, developer coordination, inspection, agreement, and call center service requests, and disseminates guidelines to department managers, ensuring consistent application.
  • Coordinates division activities with internal division and district stakeholders, as well as external stakeholders, to ensure efficiency, economy, and increased infrastructure resiliency and sustainable operational practices.
  • Coordinates division objectives to develop and implement sustainable infrastructure and plan best practices with the sustainability manager to promote greater resilience.
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.
