About The Position

Under general direction, administers and coordinates an equitable assessment of real and personal property programs. Prepares and certifies the annual Grand List. This role involves reviewing property improvements, adjusting inaccurate assessments, compiling data for the Grand List, and preparing annual reports. The Assessor also testifies in court to defend the city in taxpayer challenges, reviews tax-exempt status requests, and directs periodic reassessments. Additionally, this position involves budget preparation and management, supervision of subordinates, and staying updated on assessment methods through meetings and seminars. Participation in the Tax Abatement Committee and directing the computer automation of assessor records are also key functions.

Requirements

  • Graduation from an accredited College or University with a Bachelor’s degree.
  • Current certification as Certified-Connecticut Municipal Assessor II.
  • Ten (10) years of progressively responsible Municipal Experience in assessment and appraisal of real and personal property.
  • Two (2) years of experience involving commercial property assessment.
  • A valid driver’s license.

  • Good knowledge of administration, including personnel practices and budget management.
  • Thorough knowledge of computer assisted mass appraisal (CAMA) and administrative systems.
  • Ability to prepare and explain complex material.
  • Ability to coordinate the activities of professional, technical, and clerical staff.
  • Ability to communicate effectively, both orally and in writing.

Responsibilities

  • Administers and coordinates equitable assessment of real and personal property programs.
  • Prepares and certifies the annual Grand List.
  • Reviews property improvements based on appraisers' or inspectors’ field notes and judgments.
  • Adjusts inaccurate assessments after reviewing records.
  • Compiles data for and prepares the Grand List, subject to approval by the Board of Assessment Appeals, and certifies it for public review.
  • Prepares and submits annual reports to the Office of Policy and Management, Director of Administration, and Town Clerk.
  • Testifies in court to defend the city in cases of challenges by taxpayers.
  • Reviews and evaluates the merits of requests for tax-exempt status.
  • Periodically updates tax maps.
  • Directs the periodic reassessment of all real and personal property.
  • Prepares budget, presents budget before Boards, and monitors expenditures.
  • Appoints subordinates; supervises and evaluates employee performance.
  • Attends meetings, conferences, and seminars to learn new and revised methods and practices in the assessment field.
  • Participates in the activities of the Tax Abatement Committee.
  • Directs the computer automation and software interface of Assessor Records.
