About The Position

Under limited supervision, manages and directs the operations of the Assessor’s Office ensuring all real estate assessments are handled properly to facilitate fair valuation for taxation. Work involves overseeing the upkeep of maps and the geographic information system; and conducting complex property appraisals as required.

Requirements

  • Thorough knowledge of the methods, policies, and procedures of the Assessor’s Office as they pertain to the performance of duties of the Assessor.
  • Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
  • Thorough knowledge of the organization of the Department and of related departments and agencies.
  • Considerable knowledge of the functions and interrelationships of County and other governmental agencies.
  • Able to comprehend, interpret, and apply regulations, procedures, and related information.
  • Knowledge of the appraisal process and able to oversee the preparation of accurate appraisals of property.
  • Solid understanding of supervisory and managerial concepts and able to serve effectively as the Assessor for the County.
  • Technical ability to conduct complex property evaluations.
  • Able to assist in supervising, training, and review the work of appraisal staff.
  • Knowledge of the process involved in and able to properly conduct site visits to take measurements and perform data entry to maintain and update database.
  • Knowledge of property locations and the appraised value process and able to clearly explain related information to taxpayers inquiring about various pieces of property.
  • Comprehensive knowledge of the computer, legal and other terminology used within the department.
  • Skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence.
  • Excellent administrative skills, skilled in the use of computers.
  • Knowledge of how to operate and maintain variety of office equipment as necessary in the performance of daily activities.
  • Able to take the initiative to complete the duties of the position without the need of direct supervision.
  • Able to independent judgment in performing routine and non-routine tasks.

Responsibilities

  • Supervises department employees which involves instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.
  • Provides direct supervision over the department by supervising, training, and reviewing the work of departmental staff including instructing, assigning, and reviewing work, maintaining standards through effective planning and coordination of activities, allocating personnel, acting on employee problems, and providing disciplinary actions.
  • Performs duties to ensure a fair market valuation is determined for accurate taxation purposes.
  • Manages the CAMA software system by coordinating employee training, setting operating procedures, and managing software vendor support including annual maintenance and updates.
  • Manages department software and coordinates access and data with other departments.
  • Manages department website pages and data.
  • Appears before the appeals board for testimony and evidence.
  • Attends seminars, conferences, and courses as required to stay abreast of updates and changes in current tax laws.
  • Receives and reviews information to resolve complaints and questions from the public, realtors, attorneys, and other involved parties.
  • Interacts directly with the South Carolina Department of Revenue to carry out legal requirements.
  • Attends regular meetings with County Council, the County Administrator, and other departments as needed.
  • Prepares and implements the annual departmental budget; receives and reviews purchase requisitions to ensure adherence to budgetary limitations.
  • Performs administrative duties to include answering incoming calls, assisting visitors to the office, assisting in locating property ownership, designing forms and applications, and responding to requests from other departments.
  • Receives, reviews, prepares, and/or submits a variety of documents such as building permits, demolition permits, move off and on documentation, modular home documentation, sales reports, property tax information, as well as various statistical data, sales ratio studies, charts, and related documents.
  • Operates a variety of equipment, which may include a computer, printer, copier, fax machine, telephone, calculator, and a motor vehicle.
  • Interacts and communicates with departmental supervisors and employees, County department heads and employees, realtors, attorneys, taxpayers, surveyors, appraisers, the general public, County Council, and the County Administrator.
  • May assist with the appraisal process and performs such duties as measuring buildings and grading properties.
  • Performs other related work as required.
