About The Position

To appraise residential real property at fair market value for use in the calculation of real property taxes. This role involves inspecting properties, recording technical details, preparing for and conducting appeal hearings, analyzing market data, interviewing property owners, determining values for new construction, and providing assessment-related information to the public.

Requirements

Four years of appraisal experience involving the valuation of real property.
Possession of a Bachelor's degree from an accredited college or university may substitute for the required experience.

Nice To Haves

Practical background in real estate, property appraisals, construction types/methods, and statistical analysis.
Strong working knowledge of the Microsoft Office Suite (with an emphasis on advanced Excel functions) and the ability to confidently run and create database queries.
Willingness and physical ability to work outdoors for site visits, combined with a working knowledge of Worcester County's geography, neighborhoods, and local landscape.
Excellent active listening and customer service skills to effectively communicate with property owners, local officials, and the public.
Highly dependable problem-solver with exceptional attention to detail and the time management skills necessary to balance independent field work with desk-based reporting.

Responsibilities

Inspects residential real property and records technical details of property to update & maintain departmental property records following established guidelines as defined in the Maryland Assessments Procedures Manual.
Prepares & conducts appeal hearings at the Supervisor, Property Tax Assessment Appeals Board & MD Tax Court levels to defend the department's estimate of value following procedures described in the Maryland Assessment Procedures Manual.
Records & technical data into the Assessment Administrator & Valuation System (AAVS) to maintain & update departmental property records in accordance with Departmental procedures.
Analyzes existing market data & applies standard appraisal techniques to determine the value of land or buildings in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessments Procedures Manual.
Interviews property owners by telephone and in person to gather and verify assessment related information following established procedures.
Determines current and base full cash values for residential new construction following established procedures using the AAVS and other property valuation tools.
Inspects new residential construction and records technical details of property for the purpose of adding new improvements to the assessment following established procedures.
Provides assessment related information to the general public to explain assessment valuation techniques, departmental and local office policies and legal mandates regarding property valuation.
