About The Position

The Multnomah County Division of Assessment, Recording, and Taxation (DART) is looking for Assessment and Taxation Technicians to join their Tax Revenue Management Unit. This recruitment is for one position in the Property Tax and Ownership Team, but the eligible list may be used to fill future vacancies within the Division. All Assessment and Taxation Technician 1 positions are expected to provide sincere and authentic customer service to the public and administrative support to their teams. This includes answering public inquiries about processes with reference to Oregon Revised Statutes via in-person, phone, and email, while maintaining a high standard of customer service. Technicians are expected to model professionalism, adaptability, and a positive, supportive attitude, collaborating effectively with teammates and fulfilling individual responsibilities to contribute to team success. They will also accurately process and record official instruments by verifying compliance with all necessary legal standards, including those defined in Oregon Revised Statutes.

Requirements

  • Equivalent to the completion of the twelfth grade
  • Two years of experience servicing the public and/or providing customer service to include explaining established rules, laws and regulations
  • Data entry with high accuracy
  • Experience in cash handling
  • All finalists must pass a criminal records check

Nice To Haves

  • Experience de-escalating customer concerns in-person, email or over the phone
  • Additional specialized experience, including the application of laws, policies and procedures is desirable

Responsibilities

  • Provide property tax (amounts and values) information, including various types of programs available to taxpayers administered by both the State and County.
  • Respond to complex questions related to bonds, levies and their implications on real and personal property tax accounts.
  • Provide general knowledge of Oregon Revised Statutes that govern the various services provided with the sections and department.
  • Provide general information for the Property Tax Appeal process.
  • Provide administrative support to the Property Values Appeal Board.
  • Process transfer of ownership.
  • Perform research when needed.
  • Update change of addresses.
  • Create and maintain permanent index of recorded legal documents.
  • Scan and record legal documents.
  • Respond to general inquiries related to marriage license and domestic partnership.
  • Issue marriage licenses and domestic partnership licenses.
  • Process property tax payments.
  • Collect fees.
  • Receive payments.
  • Balance cash drawers.
  • Sort, open, and distribute mail.
  • Scan, review for accuracy, reconcile and post a high volume of non-cash payments.
  • Process ownership changes and deferral applications.
  • Assist with property tax foreclosure and garnishment.
  • Assist with payment research as needed.
  • Prepare advance tax bills.
  • Calculate advance taxes for manufactured structures, partition plats, subdivisions, and business personal property accounts which are closing or selling.
