About The Position

This is a full-time regular assignment open to all current regular, probationary/trial service, and limited duration, or those in a paid or unpaid internship program of Multnomah County who are in paid status, on approved leave, or on an active recall list. Temporary and on-call employees in Local 88 may apply for an internal recruitment if they were hired through a competitive process. As a team, we are committed to being good stewards of public resources while creating a safe and inclusive environment for employees, customers, and the communities we serve. “The primary role of DART staff members is to carry out the functions of the Assessor’s Office in a manner that is friendly, respectful, resourceful and willing in order to create an environment of safety, trust and belonging for all.” About the Position: Seeking one with knowledge and/or experience in Oregon property tax regulations to ensure compliance with various Oregon property tax laws. This position provides assistance to the Special Programs Group in establishing, processing, and maintaining accounts, records, and documentation for the farm/forest deferral special assessment program and other specialized programs. Additionally, this position supports the Valuation Groups in the Property Values Appeal Board (PVAB) process and Magistrate Division appeals as well as administers corrections to the roll from all DART valuation groups. Performing less complex exemption/special assessment calculations is customary. This work is essential for ensuring County compliance with various Oregon Statutes pertaining to property taxes.

Requirements

  • A high school diploma or equivalent.
  • 3 years of professional experience in administrative support, encompassing customer service, document management, including filing and retention, document review, and follow-up procedures to obtain missing information
  • Ability to pass a background check
  • Must be a licensed driver in the state of Oregon or Washington, as this position will require the use of a personal vehicle to conduct field inspections.

Nice To Haves

  • Experience reviewing documents presented to determine compliance with ORS and other regulations
  • Experience explaining how the OR Property Tax system works and how values are determined
  • Experience Navigating the Computer Assisted Mass Appraisal (CAMA) system

Responsibilities

  • Maintain records and process special assessments for Farm/Forest and alike deferral programs while adhering to Oregon Statutes and Special Programs’ procedures.
  • Consult with property owners regarding special assessments/exemptions and procedures as it relates to special programs related issues.
  • Follow with taxpayers on needed documentation.
  • Review applications and income questionnaires for completeness and accuracy.
  • Process various land actions and perform calculations for maximum assessed values (MAV).
  • Process advanced tax slips.
  • Generate reports and provide information to customers.
  • Handle customer inquiries and complaints.
