About The Position

Area Property Manager - Eastern Massachusetts General Statement of Duties: The Area Property Manager provides operational and administrative leadership to assigned communities, ensuring the financial performance, physical condition, and marketability of properties while maintaining compliance with company standards, policies, procedures, and regulatory requirements. This position works independently to provide coverage during acquisitions of new communities, Property Manager vacations and absences, transitions, open positions, and regional project assignments, as determined by the Regional Vice President. Responsibilities include overseeing all phases of property management while on-site, such as rent collection, occupancy, resident recertifications, and adherence to budget expectations, as well as leading initiatives related to rent increases, occupancy goals, and facilities management practices. The Area Property Manager also manages and supports site-level staff to ensure day-to-day operations align with Beacon Communities' standards. This role primarily supports properties south of Boston and may provide additional support to the broader Eastern Massachusetts portfolio based on business needs. Supervision Received: Reports to the Regional Vice President. Supervision Exercised: May supervise site-level staff when staffing vacancies exist, as needed. FLSA status: Exempt Essential Functions of the Position: (Any one position may not include all of the duties listed, nor do the listed examples include all that may be found in positions of this class). Travels to Beacon communities within assigned regions for extended periods, including outside regular business hours as needed. Demonstrates professional, respectful, and cooperative interactions with residents, prospects, staff, agencies, and community partners while maintaining confidentiality. Adheres to all company policies, procedures, rules, and regulations. Meets weekly with each assigned property team and regularly with the Regional Vice President. Identifies training needs for staff and special assignments. Conducts 30-, 60-, and 90-day new-hire assessments and provides follow-up coaching to address performance gaps. Oversees day-to-day operations of the Property Management Office when on-site. Develops, monitors, and oversees site management programs, policies, plans, contracts, and agreements. Manages rental programs, waiting lists, and leasing procedures for both market-rate and affordable properties. Performs leasing and recertification functions when needed, including compliance follow-up. Engages residents through meetings, complaint resolution, and community programming to foster a positive experience and reduce turnover. Reviews occupancy practices to ensure levels meet or exceed budget expectations, including processing special claims when applicable. Administers and/or oversees rent collection, income recertification processes, deposit procedures, and agency billing. Ensures proper execution of rent-collection standards, including Beacon’s Housing Stabilization Plan activities, bad-debt processing, notices, repayment agreements, rental-assistance applications, and related legal matters. Prepares or verifies all required reports, including monthly management reports, marketing updates, delinquency/occupancy reports, excess rent, security deposit reconciliations, bad-debt write-offs, and expense reports. Prepares annual operating budgets and 10-year capital needs plans. Reviews monthly financial statements, enters variance comments, and communicates findings to Financial Manager, Accounting, and the Regional Vice President. Ensures adherence to property budgets, manages expenses within guidelines, and supports efforts to meet or exceed Net Operating Income. Oversees execution of rent increases and ledger reconciliations to achieve regulatory rent levels. Prepares Replacement Reserve withdrawal packages and monitors fund deposits. Interacts with housing agency personnel and ensures compliance with all regulatory requirements and documentation deadlines. Administers ADA/Section 504 reasonable accommodation processes. Work with affordable programs such as Section 8, PBVs, SHARP, and LIHTC Ensures compliance with affirmative action requirements and related reporting. Oversees maintenance and landscaping operations, turnovers, capital replacements, extermination services, and vendor activities. Conducts or oversees unit and property inspections. Monitors service orders, purchasing procedures, and inventory control. Oversees site safety, accident reporting, insurance documentation, emergency preparedness, and media-related protocols. Monitors energy and utility consumption. Provides high-quality customer service to residents, prospects, and team members while preserving confidentiality. Supports resident satisfaction and retention through community events, services, and positive engagement. Uses property management and personnel-related software effectively and trains staff in proper system application as needed.

Requirements

  • High school diploma or G.E.D. required.
  • Four to six years of previous housing or property management experience preferred.
  • Proficient with Microsoft Office, Excel, and Yardi.
  • Ability to interpret and understand data from property management software reports.
  • Strong interpersonal and organizational skills.
  • Ability to work independently with minimal supervision and meet time-sensitive deadlines.
  • Experience with financial reporting and metrics.
  • Working knowledge of applicable local and federal housing laws.

  • Associate degree or equivalent experience (business management, operations, communications, and administrative support) preferred.
