About The Position

Vesta Management is seeking an experienced Area Manager to oversee a portfolio of properties in the Haverhill, MA area. This role requires a proven ability to manage multiple locations and teams, with experience in LIHTC, Section 8, and market-rate housing. The Area Manager will be accountable for all financial and physical aspects of the properties, including budgeting, rent collection, compliance, capital needs, and overall site and staff performance. The ideal candidate possesses strong interpersonal skills, is detail-oriented, and seeks a challenging opportunity. A business or property management degree and certifications like COS, CPO, CAPS, and LIHTC are highly recommended. Requirements

  • High School or GED diploma; Associate's degree preferred.
  • Minimum five years of related experience or expertise through education.
  • Professional knowledge of multiple subsidy regulations.
  • Industry-related certifications such as COS (Certified Occupancy Specialist) for Section 8 properties and LIHTC (Low Income Housing Tax Credit Certification) for Tax Credit properties are preferable.
  • Experience in a supervisory role/capacity required.
  • Bilingual in English and Spanish strongly preferred.
  • Experience in Microsoft Office Suite and Property Management Software(s), including proficiency in Yardi.
  • Successful completion of a background check and drug screening.
  • Valid Driver's License and clean driving record.

Responsibilities

  • Oversee the day-to-day operations of assigned properties, enhancing their value.
  • Employ and develop property staff, fostering positive resident relations.
  • Prioritize resident concerns and needs, environmental health and safety, and quality programs in alignment with company goals.
  • Meet financial, leasing, compliance, and resident retention goals and standards.
  • Manage all staff to achieve property goals and standards.
  • Comply with all state, federal, and local laws, including Equal Opportunity regulations and Fair Housing.
  • Function as a team leader, promoting positive relationships among residents, maintenance, leasing, office staff, contractors/vendors, and the public.
  • Enforce and adhere to company policies, rules, and regulations.
  • Review and log payroll, daily deposit logs, reports, voucher, and other agency reports.
  • Review monthly HAP reports, making necessary corrections for accurate and timely processing.
  • Review all financials and monitor property expenses against the budget.
  • Complete all financial reports, records, and corporate required reports in a timely manner.
  • Ensure timely collection of resident rent and subsidy receivables.
  • Assist with the preparation of operating budgets, controlling expenses, and maximizing income.
  • Maintain accurate and timely records of property transactions (e.g., delinquency reports, move-ins/move-outs).
  • Review collections, depositing, and posting of rent and late fees/charges, delinquencies, late notices, and legal action with property teams.
  • Seek opportunities to increase marketing, traffic, and outreach.
  • Monitor property occupancy, holding staff accountable for maximizing rent collection and occupancy balance.
  • Implement and demonstrate knowledge of vendor contracting, HUD and LIHTC certification and compliance, engineering, preventative maintenance, energy management, security, emergency procedures, insurance, workers' compensation, and company policies.
  • Conduct random spot checks of resident files, leases, renewals, recertifications, move-outs, and related paperwork for accuracy and completeness.
  • Work patiently, professionally, and cooperatively with residents and staff to provide high-quality customer service.
  • Monitor resident retention activities (e.g., functions, promotions, newsletters) and property communications (e.g., weather, emergencies).
  • Address resident concerns and requests to ensure satisfaction.
  • Motivate staff to achieve property operational goals.
  • Identify training needs of on-site staff and make recommendations.
  • Provide direction, supervision, and guidance to Property Managers and Maintenance Supervisors.
  • Facilitate weekly meetings with Property Managers and teams, communicating corporate initiatives.
  • Ensure regular inspections of common areas, building systems, exteriors, and grounds, addressing deficiencies.
  • Walk the site and common areas regularly (minimum three times per week or as required).
  • Conduct or assist with apartment inspections annually, addressing deficiencies.
  • Correct physical deficiencies or respond to requests.
  • Review service contracts and vendor work for proper completion.
  • Approve invoicing and review contract submissions.
  • Supervise maintenance functions, including scheduling work and expenditures.
  • Train staff on emergency response and handling emergencies (criminal activity, injuries, fires, floods, freezes) according to Vesta's SOP.
  • Comply with all local, state, and federal regulations, as well as company policies and procedures.
  • Perform other duties as assigned.
