About The Position

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates for the Content Development Area Manager position within the Access and Eligibility Services (AES), Office of Learning and Professional Development (OLPD). AES is driven by its mission to connect Texans to quality services by helping individuals and families access food, medical care, cash assistance, and other social services. The Content Development Area Manager performs advanced educational program development, implementation, and evaluation activities for AES training programs for new and tenured staff, supervisors, and managers. Work involves planning, coordinating, organizing, and assessing training programs, with emphasis on Basic Skills Training (BST), continuing skills training, state office administrative program training, and special projects. The position requires a thorough understanding of AES philosophies, goals, and objectives. Experience in social services or eligibility determination organizations is preferred. The position requires strong knowledge of leadership principles and practices; resource allocation, the ability to analyze training needs; and experience coordinating training development, evaluating training programs, and promoting current training services, methods, and techniques. The position manages technical content development tools, environments, and software. The position establishes goals and objectives, develops and approves schedules and standards, interacts routinely with staff at all levels, manages staff, directs evaluation activities, and represents the program area at meetings, conferences, seminars, panels, and project teams as needed. Work is performed under limited supervision, with considerable latitude for initiative and independent judgment.

Requirements

  • Professional experience in training development and delivery for adult learners (3 years minimum required).
  • Experience in management or leadership, includes managing daily operations of an area, and developing and implementing creative solutions for problems or issues (2 years minimum required).
  • Applying adult learning principles, practices and techniques to a curriculum, e-learning or blended environment (required).
  • Knowledge of: Local, state, and federal laws related to the program area. Public administration, management techniques, research techniques, marketing techniques, and program management processes. Adult education principles, practices, and techniques. Group processes, group dynamics, and interpersonal relations. Team structures and performance or behavioral assessments. Instructional design, content development, and training delivery. Learning management and learning content management systems.
  • Skill in: Oral and written communication. Skill in evaluating, analyzing, reviewing, and making recommendations for training programs.
  • Ability to: Formulate learning objectives. Assess training needs and performance. Demonstrate initiative and leadership. Prioritize workloads and supervise the work of others. Work effectively with a wide variety of personalities

Nice To Haves

  • Managing a distributed workforce (preferred).
  • Working in social services or eligibility determination organizations (preferred).
  • Leading organizational transformation is preferred.
  • Graduation from an accredited four-year college or university with major coursework in education, organizational development, human resources, or a related field is preferred. Experience and education may be substituted for one another.

Responsibilities

  • Oversees and participates in ensuring the accuracy and timeliness of content development, exercise development, e-learning development, and training delivery. Ensures content development and training delivery meet program goals and customer needs. 30%
  • Leads or participates in planning and developing specialized staff training and development programs, including customized and technology-based training. Collaborates through stakeholder meetings, project management workgroups, and special projects, to address program issues and coordinate, plan, and implement programs. 25%
  • Directs daily unit operations, processes personnel actions, performance management, team building, provides staff guidance, establishes priorities and standards, and develops measurement tools to support program and division goals. 25%
  • Oversees or prepares management reports, program proposals, responds to inquiries, conducts research, and identifies and shares internal and external professional development resources. 10%
  • Interacts routinely with staff at all levels, internal and external to AES, including AES leadership, OLPD leadership, and staff. 5%
  • Represents the program area at meetings, conferences, seminars, panels, and committees as needed. 5%
