About The Position

The Division of Administration/Office of State Buildings has a vacancy for an Architect 3. This position serves as a senior advisor and expert to agency staff and user agencies in the maintenance and planning of all facilities owned or managed by the Division of Administration (DOA). The Office of State Buildings (OSB) manages a portfolio of 38 facilities totaling over 6,700,000 square feet. This position provides functional supervision over contracted designers, contractors, and other professional consultants, as well as regulatory oversight of state agencies for the administration of the capital construction budget. The Division of Administration is the state government’s management arm and the hub of its financial operations, overseeing the state’s capital construction program, providing state and federal grants for community development, developing the state budget, providing technology services, guiding agencies in purchasing and contracting, and administering a program for hurricane recovery funds.

Requirements

  • Possession of a current Louisiana license to practice architecture
  • One year of experience as a licensed architect

Responsibilities

  • Serves as the owner’s representative, overseeing private-sector contractors and design professionals to ensure compliance with construction documents, budgets, technical standards, building codes, DOA policies, and contract requirements.
  • Directs project design and construction administration in coordination with FP&C Project Managers from pre-design through project closeout and warranty inspections.
  • Reviews, negotiates, and approves construction contract changes involving scope, costs, fees, schedules, and technical requirements while ensuring compliance with legislative budgets and industry standards.
  • Verifies contractor and designer responses to unforeseen conditions and authorizes corrective actions as necessary.
  • Evaluates contractor and consultant performance on OSB projects and recommends corrective or disciplinary actions when warranted.
  • Conducts site visits and inspections to ensure quality assurance, contract compliance, and adherence to construction and safety standards.
  • Coordinates user agency requirements, owner-supplied information, and stakeholder input throughout project planning, design, and construction phases.
  • Maintains project tracking systems, statewide facility databases, major repairs spreadsheets, and capital project records using database, spreadsheet, reporting, and facility management software tools.
  • Assists with development, prioritization, and implementation of five-year maintenance, capital outlay, and facility planning programs for DOA and OFC facilities.
  • Reviews and evaluates the technical and financial feasibility of capital outlay and funding requests and coordinates project and funding approvals with FP&C staff.
  • Procures and administers small contracts for hazardous material testing and abatement and maintains asbestos management plans for OSB facilities.
  • Prepares proposal documents and manages minor in-house projects, including accessibility improvements, sustainability initiatives, building systems standards, and audio-visual technology installations.
  • Develops and maintains standards for facility design, interiors, space allocations, furniture, HVAC, roofing, electrical systems, energy efficiency, and long-term maintenance practices.
  • Provides technical expertise, training, and guidance on facility management, CAD/BIM technologies, construction practices, and maintenance issues to OSB staff, agencies, and project managers.
  • Represents OSB in meetings with agencies, government entities, consultants, elected officials, media, and the public, providing project information and policy guidance as needed.
