About The Position

This position may be filled as an Appraiser or Appraiser Trainee depending on qualifications. The role performs intermediate work appraising real and personal property for tax assessment purposes, substantiating appraisals before taxpayers and/or the Board of Equalization, and performing related duties. Requirements

  • Appraiser Trainee: Associate's or Technical degree in appraisal, finance, construction technology, or a closely related field and one (1) year of experience in work which has involved the appraisal, assessment or valuation of real or personal property; OR an equivalent combination of education, training and experience.
  • Appraiser: Bachelor's degree and a minimum of one (1) year of appraisal experience; OR an equivalent combination of education, training and experience.
  • Appraiser Trainee: Must obtain State of Nevada Appraisers certification within two (2) years of date of employment.
  • Valid Driver’s License.

Responsibilities

  • Reads and interprets maps and aerial photographs to locate and identify taxable property.
  • Classifies property uses, character, and construction quality to determine official property valuation.
  • Collects general, specific, and comparative data; interviews the public and government offices for information affecting property value.
  • Analyzes and interprets market sales data; inventories all taxable real property.
  • Establishes value for residential, commercial, agricultural, historic, and industrial real properties of moderate complexity.
  • Classifies property to determine taxability; handles subdivision analysis and commercial/industrial properties.
  • Collects and interprets vacant land sales data.
  • Establishes appraised value using cost, income, or comparative sales approaches.
  • Calculates agricultural and historic deferred tax liens.
  • Provides split parcel values to the Treasurer's office.
  • Prepares appraisal reports detailing the valuation process.
  • Assists other Appraisers in determining values.
  • Provides training to new or less experienced Appraisers.
  • Functions as a Review Appraiser.
  • Prepares for and appears at Board of Equalization appeal hearings to defend assessed values.
  • Participates in the preparation of the secured and unsecured assessment roll.
  • Maintains knowledge of and performs appraisals according to NRS guidelines and professional practices.
  • Receives, reviews, verifies, and processes declarations of value; estimates values when declarations are not received.
  • Audits title companies for compliance.
  • Explains appraisals and the valuation process to the public.
  • Monitors and records declarations for aircraft; conducts on-site inspections for tie-downs and hangars.
  • Monitors declarations, appraises for value, and processes tax information for mobile homes.
  • Assists in billing and collection of appropriate taxes.
  • Uses County vehicle for job-related tasks.
  • Represents the County with dignity, integrity, and a spirit of cooperation.
  • Contributes effectively to team or work unit goals.
