About The Position

Perform entry level appraisal work involving the inspection, collection, analysis, and maintenance of residential and/or commercial property data for tax assessment. With regular attendance, this position conducts field inspections, verifies property characteristics, researches property records, and applies established appraisal principles and techniques.

Requirements

  • High school diploma or G.E.D.
  • 1 year of real estate experience.
  • Have and maintain a valid Driver’s License, as well as meet eligibility requirements of “acceptable driving standards” as defined by the County.
  • Effective communication and interpersonal skills for interacting with diverse individuals.
  • Ability to multi-task, prioritize, and manage time effectively.
  • Proficiency in using the Microsoft Office Suite and other software related to data management, communication, and other common business processes.
  • Ability to follow established policies and procedures for confidentiality while adapting to evolving privacy standards and technologies.
  • Ability to build and maintain positive relationships within a team.
  • Knowledge of basic principles, practices, and techniques of real property appraisal and mass appraisal.
  • Knowledge of real estate terminology, property characteristics, construction methods, and building materials.
  • Knowledge of mathematical concepts used in property measurement, valuation, and data analysis.
  • Skill in inspecting and measuring residential and commercial properties.
  • Skill in collecting, verifying, and documenting property data.
  • Skill in applying established appraisal methods and techniques to support property valuation.
  • Ability to learn and apply appraisal principles, assessment practices, and applicable laws and regulations.
  • Ability to interpret property records, maps, aerial imagery, blueprints, and legal descriptions.
  • Ability to observe and identify property improvements, construction quality, and physical characteristics affecting value.
  • Ability to explain appraisal procedures, assessment processes, and property information clearly and professionally.

Responsibilities

  • Identify properties through the use of legal descriptions and geographic aerial maps.
  • Review building permits, construction blueprints, and aerial map readings for necessary action.
  • Identify, collect, and record real property characteristics necessary for the valuation process including construction quality, physical condition, floor plan, room count, age of construction, property location, and other pertinent characteristics.
  • Interact with property owners, appraisers, agents, and other representatives to provide information, answer questions, or perform inspections.
  • Review the building permits for new construction, remodels, repairs, and new structures.
  • Perform on-site inspections of building permits, review building plans, gather digital photo collection, produce building sketches, and calculate square footages to determine residential assessed value.
  • Use all forms of assessment data to prepare visual presentations of property locations, standard appraisal procedures, the valuation process, and data analysis of sales and costs.
  • Review and analyze market sale transaction.
  • Monitor, update, and maintain property record data.
  • Participate and assist in defending valuations before the County Board of Equalization.
  • Assist senior appraisers in the preparation of documents, on-site inspections, and the analysis of information for appeals to the Nebraska Tax Equalization and Review Commission.
  • Remain current on changes in the real estate market, appraisal practice, and state laws and regulations related to property valuation and assessment.
  • Perform other duties as assigned.
