About The Position

Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position will lead the research, development, and implementation of emerging technologies to enhance project delivery, and operational efficiency; will collaborate with various departments and administration to define and scope integrated, innovative solutions to complex challenges; while providing support to the Director of Planning. ESSENTIAL FUNCTIONS Leads efforts to solve complex challenges through creative integration of innovative technology, diverse data, and advanced analytical tools Enhances business and operational processes by integrating new software and workflows, focusing on automation and efficiency Monitors the technical performance of complex projects and manage competing priorities, ensuring project delivery meets time, budget, and quality requirements Coordinates with IT to ensure software purchases, licenses, security, and other policies are met in testing and deploying technologies [IT is responsible for software acquisition and maintenance activities] Establishes standards and processes associated with implementing those technologies for service delivery Assesses complex challenges and scopes creative solutions by asking the right questions and bringing in the right people at the right time Assists Director of Planning in creating the capital and expense budget for Planning Department Mentors and coaches staff on new tools and methodologies to build and strengthen internal capabilities Leads and guides staff and manages work allocation across the Applied Technology Functional Area Monitors and assesses staff work performance, provides performance coaching when needed including completing employee development and improvement plans Drives vehicle as necessary to complete assigned tasks and works required hours/shifts necessary to fulfill facility objectives Adheres to all PCCA policies, promotes and adheres to the SEAPORT values, maintains good employee relations and encourages and fosters a helpful environment where teamwork prevails; assists senior management and office staff where appropriate CPR certified or the ability to become CPR certified within the first year of employment Tier 3 status designation

Requirements

  • Bachelor’s degree from an accredited college or university in a technology-related field (Management Information Systems, Data Science/Analytics, Computer Science, etc.) or equivalent education and work experience
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
  • Valid driver’s license
  • Experience analyzing and improving business and technical processes
  • Experience exercising good judgement, diplomacy, and tact when completing assignments and dealing with people
  • Ten or more years of progressive experience in a technology environment focusing on development, deployment, implementation and troubleshooting of systems and new technology, including experience in a multidisciplinary environment
  • Proficiency in using ETL tools, AI Agents and MCP servers
  • Understanding of database design, administration, and optimization
  • Proficiency in MS Office, including Word and Excel, Outlook and other related applications
  • Experience with SQL, programming languages, and data visualization tools
  • Strong project management, organizational, and time management skills
  • Demonstrated ability to manage multiple concurrent projects with competing priorities
  • Strong process documentation skills required
  • Detail-oriented and thorough
  • Ability to work independently and well with others
  • Ability to motivate without micromanaging
  • Empathy for both clients and technical teams

  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
  • Must be able to walk and stand on level and/or inclined, climb stairs, ramps, ladders and work stands.
  • Must be able to crouch, crawl, grasp/handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders
  • Ability to work in person, in a general office environment, and on a work site with exposure to adverse weather conditions, fumes and /or air particulates, working in high precarious places, risk of electrical shock and moving mechanical parts, moderate noise levels and working at heights, ability to wear personnel protective equipment, including hard hat, steel toed footwear, eye and hearing protection when performing work functions
  • Communicating verbally, in writing and over devices such as phones and mobile phones
  • Ability to operate mechanical and electrical equipment and light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
