About The Position
The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC, providing technology services to state and local government agencies, as well as schools, colleges and universities. NCDIT’s mission is to enable trusted business-driven solutions that meet the needs of North Carolinians and to close the digital divide by expanding broadband services. This position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act. The position may be eligible for hybrid remote work, but requires weekly onsite work. The primary purpose of the Geographic Information Systems (GIS) Unit is to provide GIS services, direct all GIS based application systems development, reports, server/system architecture, and GIS system maintenance for the NCDOT infrastructure. The GIS Team employs management, architects, application developers, GIS analysts, and subject matter experts to meet the growing business and technological needs of NCDOT departments and external users. The GIS Team meets with NCDOT clients and gathers established strategic business requirements needed to create NCDOT GIS content, applications, and servers. These applications are used to improve internal NCDOT user and external user productivity and communication. The GIS Team continues to maintain these applications throughout the application’s lifecycle. The GIS Team also creates and maintains the internal and external GIS systems and services enterprise wide. In addition, the GIS Team determines project timelines, resources, and costs for each application project, and provides leadership, vision, and direction for Internal NCDOT and external GIS systems.
Requirements
- Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development OR Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development OR High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.

- Demonstrated ability to lead GIS projects, conduct requirements gathering, collaborate with stakeholders to align geospatial solutions with business needs and create necessary documentation for the projects using products like ServiceNow and Azure DevOps
- Demonstrated experience in developing and/or managing Extract, Transform, and Load (ETL) processes, ensuring efficient data integration, migration, quality control of data and reporting data processing using ESRI suite of products, SQL Server and PostgreSQL
- Demonstrated experience in establishing and enforcing GIS data standards and policies to ensure consistency, accuracy, and compliance for edited and published spatial datasets within the ESRI suite of products
Responsibilities
- Participate as a senior team member in the design, implementation, and maintenance of enterprise geospatial data systems
- Ensure compliance with data standards, security protocols, and integrity best practices
- Create and refine data schemas and metadata for new projects, ensuring compliance and consistency across the enterprise
- Review and optimize ETL scripts used to migrate data from legacy systems into modern GIS databases using SQL, Python and other scripting languages
- Guide and mentor junior staff in the Spatial Data Management Group, providing technical direction and delegating tasks as needed
- Coordinate with the Database team on schema modifications, data migrations, and database upgrades
