About The Position

The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC, providing services to state and local government agencies, schools, colleges, and universities. NCDIT’s mission is to enable trusted business-driven solutions that meet the needs of North Carolinians and to close the digital divide by expanding broadband services. This position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act. It may be eligible for hybrid remote work, but requires weekly onsite work. The Early Career Associate Program is a two-year on-the-job training (OJT) program designed for individuals with three years or less of professional experience, offering broad exposure to state IT operations. After the program, participants may have the opportunity to be placed in a permanent role. The NCDIT Transportation Division is seeking a Public Web Content Accessibility Analyst to ensure public-facing digital content is usable, accessible, and compliant with federal and state requirements. This role supports the NCDOT Communications Office by reviewing websites, dashboards, documents, and digital materials to ensure they meet accessibility standards for all North Carolinians. The analyst will work closely with NCDOT Communications and NCDIT Transportation teams to identify issues, guide remediation, and strengthen accessibility across multiple platforms.

Requirements

  • Bachelor's degree in computer science or an IT related field from an appropriately accredited institution, OR Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development, OR High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience.

Nice To Haves

  • Working knowledge of WCAG 2.1 AA, ADA Title II, and Section 508 criteria, with demonstrable experience evaluating public‑facing digital content for accessibility compliance
  • Ability to perform hands‑on accessibility testing using assistive technologies (screen readers, keyboard‑only navigation) and to interpret automated scan results
  • Ability to identify and remediating accessibility issues in websites, PDFs, Microsoft Office files, and data dashboards

Responsibilities

  • Conduct manual accessibility testing using assistive technologies and keyboard only navigation
  • Review automated accessibility scan results and verify issues across NCDOT web content
  • Remediate accessibility barriers in Drupal Digital Commons pages, SharePoint content, Power BI dashboards, PDFs, and Microsoft Office documents
  • Provide clear guidance to content editors on improving accessibility in both web and document workflows
  • Maintain automated scanning coverage and track remediation activities
  • Collaborate with NCDIT Transportation Web Systems to resolve technical accessibility problems
  • Support NCDOT Communications staff with best practices for accessible content creation
  • Assist with accessibility improvements during website updates, redesigns, or new digital content initiatives
