About The Position

The NC State Highway Patrol is seeking an enthusiastic team member to join our Technical Services Unit as an Application System Specialist. The Application System Specialist serves as a senior technical contributor with a specialization in Geographic Information Systems (GIS).

Requirements

  • Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development; OR Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development; OR High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; OR an equivalent combination of education and experience
  • Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment
  • Qualified recommended applicant(s) must undergo and successfully pass: Criminal Background Investigation and Drug Screening Test

Nice To Haves

  • Advanced experience supporting enterprise application systems in a Microsoft-based environment.
  • Experience administering and supporting GIS platforms (e.g., enterprise GIS servers, services, and web mapping applications).
  • Strong proficiency with Microsoft SOL Server and T-SQL, including performance tuning and advanced troubleshooting.
  • Experience supporting spatial databases and geospatial data integrations .
  • Proficiency with PowerShell for automation and system administration tasks
  • Experience supporting web-based applications using ASP.NET, MVC, C#, and Entity Framework (EF) Core .
  • Strong understanding of relational and spatial data modeling principles

Responsibilities

  • Performs advanced professional work involving the configuration, support, maintenance, enhancement, and integration of complex, mission-critical application systems, including enterprise GIS platforms and geospatially enabled applications.
  • Functions as a subject matter expert for assigned application systems and GIS platforms that support operational decision-making, situational awareness, and data-driven law enforcement activities.
  • Work includes diagnosing and resolving highly complex application, database, and GIS integration issues; supporting enterprise-level upgrades; and ensuring the availability, security, and performance of geospatial and non-geospatial systems.
  • Provides expert technical guidance to users, technical staff, vendors, and management.
  • While not serving as a formal supervisor, this position may provide technical leadership and mentoring to lower-level staff and lead defined technical efforts within larger application or GIS initiatives.
