About The Position

Fort Bend County is seeking an Applications Programming Supervisor to oversee the daily activities of application support and development staff. This role is accountable for meeting project, team, and department deadlines and managing all aspects of the Software Development Life Cycle (SDLC) for applications under their purview. The supervisor will provide periodic reports on project status, potential issues, and resource utilization. They will also train, counsel, supervise, and appraise application support staff to ensure effective operations and foster professional growth and job satisfaction. Key responsibilities include evaluating user requirements, determining solutions, recommending them to users, and ensuring timely and cost-effective development and implementation. The supervisor will also respond to special project requests from the Director of Information Technology, assist with the IT budget preparation and monitoring, and manage activities for internally developed and some vendor applications. This position requires on-call availability 24/7 for IT support issues and participation in emergency management activities during local states of disaster.

Requirements

  • 7 years of job related experience, including 5 years of supervisory/management experience; experience in computer programming and systems design.
  • Strong multi-platform computer programming skills; working experience with the following languages, VB.NET, C#.NET, .NET Core, PowerBuilder, HTML, XML, JavaScript, PHP, SQL Server, PL/SQL.
  • Strong verbal and written communication, supervisory and organization skills.
  • Excellent interpersonal skills and the ability to deal effectively with the public, other employees, employees in other departments, and elected officials.

Nice To Haves

  • Bachelor’s degree in computer science, information systems or related field preferred. (High School/GED and four years of relevant professional experience in addition to 7 years required experience may be substituted for the Bachelor’s degree)

Responsibilities

  • Supervising the daily activities of the members of the applications support staff and the development staff.
  • Meeting project, team, and department deadlines.
  • Managing all aspects of the SDLC for all applications under his/her area of responsibilities.
  • Providing periodic reports on project status and potential problem areas as well as forecasts of resource utilization.
  • Training, counseling, supervising and appraising application support staff to assure an effective operation and to provide professional growth and job satisfaction.
  • Evaluating user requirements, analyzing and determining specific solutions, recommending solutions to users, and assuring the development and implementation of these solutions in a timely, cost-effective manner.
  • Responding to requests for special projects as directed by Director of Information Technology.
  • Assisting in the preparation and monitoring of the Information Technology Department budget.
  • Managing all internally developed applications and some vendor applications activities.
  • Being on-call 24/7 for IT support issues.
  • Participating in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
