About The Position

Under general supervision, performs a wide variety of increasingly difficult and responsible duties in the design, development, modification, and maintenance of application software to support the efficiency and effectiveness of District/SNWA operations and public service delivery. Works with more senior developers to engage with customers to understand and assist them in addressing business and operational issues and problems. The ideal candidate demonstrates experience developing, testing, implementing, and supporting software applications within a government or public-sector environment. They possess strong business analysis and stakeholder engagement skills, with the ability to collaborate directly with business partners to gather requirements, recommend best practices, and design effective, scalable software solutions that align with organizational objectives. The candidate has experience supporting and enhancing large-scale enterprise applications, including platforms such as Oracle Customer to Meter (C2M) and IBM Maximo. They are proficient in technologies including Groovy, Java, SQL, HTML, PHP, and CSS, and have a proven track record of delivering reliable solutions, troubleshooting complex issues, and driving continuous improvement across enterprise systems. Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.

Requirements

Graduation from a college or university with a major in computer science, management information systems or a closely related field; and three years of progressively responsible experience in systems analysis and applications design and development; or an equivalent combination of training and experience.
Experience developing, testing, implementing, and supporting software applications within a government or public-sector environment.
Strong business analysis and stakeholder engagement skills.
Ability to collaborate directly with business partners to gather requirements, recommend best practices, and design effective, scalable software solutions that align with organizational objectives.
Experience supporting and enhancing large-scale enterprise applications, including platforms such as Oracle Customer to Meter (C2M) and IBM Maximo.
Proficiency in technologies including Groovy, Java, SQL, HTML, PHP, and CSS.
Proven track record of delivering reliable solutions, troubleshooting complex issues, and driving continuous improvement across enterprise systems.
Knowledge of industry standard software development best practices, tools and techniques.
Knowledge of programming theory and applicable programming and scripting languages used by the District.
Knowledge of common integrated development environments.
Knowledge of software development design patterns.
Knowledge of Agile development practices, tools and techniques.
Knowledge of application development security best practices.
Knowledge of web services standards, design and development.
Knowledge of user interface and interaction design and implementation.
Knowledge of web application development including developing server side code and client side scripting.
Knowledge of application design documentation including architecture diagrams, object-entity relationship diagrams and interface design.
Knowledge of principles and practices of sound business communications.
Knowledge of basic project management tools and techniques, including preparation and management of detailed project schedules and metrics and change management and control.
Knowledge of standard business software, including word processing, spreadsheet, database and flow charting.
Ability to understand and apply work processes and business rule requirements and participate in developing sound, logical conclusions regarding customer needs and business requirements.
Ability to understand and apply the analysis of functional requirements to the development of systems proposals, specifications and recommendations for efficient, cost effective information systems and technology solutions.
Ability to assist in facilitating and leading customer meetings and negotiate understanding and agreement.
Ability to set priorities and organize work to complete project responsibilities efficiently and effectively.
Ability to balance responsibilities for multiple projects to ensure timely results in accordance with District quality standards.
Ability to follow best practices in developing efficient software code for assigned projects.
Ability to troubleshoot and diagnose systems problems and install fixes or make repairs in areas of responsibility.
Ability to evaluate alternatives and make sound independent decisions within established guidelines.
Ability to communicate clearly and effectively to diverse audiences of technical and non-technical personnel orally and in writing.
Ability to prepare clear, concise and accurate documentation, reports of work performed, project management reports and other written materials.
Ability to read, interpret, explain and apply technical information on business processes, software and hardware for technical and non-technical users.
Ability to keep technical skills current to meet continuing applications development assignments.
Ability to establish and maintain effective customer focused working relationships with managers, customers, vendors, consultants, employees and others encountered in the course of work.
A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments.
