About The Position

The Department of Economic Security (DES) is seeking an experienced and highly motivated Applications Developer to join their Division of Technology Services (DTS) team. This role supports four mainframe systems: Job Automated System (JAS), Tax Employer Accounting Multi-system (TEAM), Computer Assisted Collection System (CACS), and General Unemployment Insurance Development Effort (GUIDE). The systems are written in Natural, COBOL, CICS and utilize ADABAS, DB2, and VSAM files. The position involves analyzing customer application change requests, translating them into technical specifications, writing and modifying programs, testing and debugging, creating operational documentation using JobDoc, writing and testing Job Control Language (JCL), and completing production migration requests. The developer will also support DERS Customers as needed and participate in Agile Methodology practices, including attending Sprint Planning, Daily Stand-up meetings, Sprint Reviews, and Sprint Retrospectives. Responsibilities include creating and updating User Stories and tasks in the Product and Sprint Backlogs, and demonstrating issue solutions during Sprints. This position may offer remote work within Arizona based on department needs and performance. Requirements

  • A bachelor’s degree in Computer Science, Management or Computer Information Systems, Computer Engineering, Math, or Engineering or related technical degree from an appropriately accredited institution and two (2) years of mainframe computer programming and analysis experience. Or five (5) years of mainframe computer programming and analysis experience.
  • Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets DES requirements for a Level One card.
  • This position will require driving or the use of a vehicle as an essential function of the job to conduct State business.
  • Driver’s License Requirements: Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Responsibilities

  • Pro-actively solves complex problems; fixes and develops changes to applications to meet functional and technical designs following best practices and development standards and guidelines; analyzes, debugs, and resolves defects in applications.
  • Support production systems; resolves end user service requests as assigned; completes unit and system test application changes to ensure quality of work and assist User Acceptance Test as needed; supports and participates in Agile Methodology practices.
  • Attends Daily Stand-up meetings, Sprint Review, Sprint Retrospective and Sprint Planning sessions; assist team to meet commitment each Sprint period; create User Story in Product Backlog; update User Story in Sprint Backlog, and create/update task.
  • Engages with business analysts and stakeholders to understand functional requirements, and contributes to completion of functional specifications; prepares technical documentation on application specifications.
  • Translates customer's application change requests, requirements documents, system investigation requests into technical specifications.
  • Writes and/or modifies programs.
  • Tests and debugs programs.
  • Utilizes JobDoc to create operation documentation.
  • Writes and tests Job Control Language (JCL).
  • Writes program to call common modules to access DB2 from Central Information File (CIF).
  • Completes all production migration requests.
