About The Position
This position is responsible for designing, developing, testing, and implementing new application systems and enhancements to existing systems. The role involves assisting in the support of application development and production environments, designing non-functional prototypes of software and websites, and performing analysis to resolve or correct performance-related problems with applications. The programmer will also design and develop technical specifications, provide solutions for new enhancements and ongoing maintenance, and maintain, enhance, and/or develop supported applications in approved development language and platforms in accordance with division processes. Additionally, the position involves performing production code builds and assisting in resolving problems related to code deployments. The role also includes conducting advanced systems analysis to define requirements, prepare specifications, and develop program logic, collaborating with stakeholders, business analysts, technical teams, and project managers to ensure system solutions meet program requirements. Responsibilities also include estimating and prioritizing application changes, ensuring thorough documentation, review, and acceptance of authorized changes by the business area, gathering metrics, troubleshooting issues, and monitoring navigation and functionality for internal and external websites. Regular communication with team members, OIT management, and business areas regarding assignment status and project updates is expected. The programmer will conduct code reviews, ensure compliance with agency programming standards, security policies, and best practices, and create and maintain documentation, procedures, and manuals on all supported systems. Evaluation of emerging technologies and recommendations for system improvements or modernization are also part of the role. The position participates in application security assessments and implements corrective measures as required. The programmer will serve as a contact for system users regarding secured access to internal system applications and provide technical leadership and guidance to lower-level programmers and analyst staff. Other related duties as required.
Requirements
- Four (4) years of experience in Computer Science or Information Technology-related field, such as cybersecurity, programming, computer science, engineering or similar is required. A post-secondary degree in those fields may be used as an alternative for the years of experience on a year-for-year basis.
- Three (3) years of software development experience.
- Strong C#, .NET, MVC fundamentals.
- Experience with Web APIs, and Relational Databases.
- Competent in client-side web development technology languages such as HTML, CSS, and JavaScript.
- Proficient in the English language.
- Knowledge of advanced application programming languages (e.g., .NET, React, Java, C#, Python, SQL, PL/SQL, COBOL, or similar).
- Knowledge of advanced application development platforms and tools such as (RESTful service architecture, Visual Studio, Visual Studio TFS, Azure DevOps, HTML, XML, Crystal Reports, SQL, SSRS, Oracle SQL Developer, Eclipse, or similar).
- Knowledge of systems analysis and design principles, methodologies, and tools.
- Knowledge of relational database design, data modeling, and database management systems (e.g., Oracle, SQL Server, MySQL).
- Knowledge of operating systems, system architecture, and application integration.
- Knowledge of secure coding practices and cybersecurity standards.
- Ability to analyze complex business and technical problems and develop effective solutions.
- Ability to write, modify, debug, and document complex application programs.
- Ability to communicate effectively, both verbally and in writing.
- Ability to plan, organize, and coordinate multiple projects and priorities.
- Ability to establish and maintain effective working relationships with others.
- This position requires a security background check, including fingerprint as a condition of employment.

Responsibilities

- Provides technical leadership and guidance to lower-level programmers and analyst staff.
