About The Position

The NC State Highway Patrol is seeking an enthusiastic team member to join our Technical Services Unit as an Application System Specialist. The Application System Specialist serves as a key member of the State Highway Patrol’s Applications and Integrations Development Team within the Technical Services Unit. This position performs advanced professional work involving the analysis, design, development, enhancement, integration, and ongoing support of internally developed applications and enterprise systems, as well as integrations with third-party software and other State agencies. Under the general supervision of a technical or administrative supervisor, the employee works on complex, enterprise-level applications that directly impact organizational efficiency, operational effectiveness, and the secure exchange of criminal justice information. This role involves evaluating the interrelationships between systems, assessing the impact of proposed changes across the application environment, and recommending or implementing technical solutions that support agency-wide business needs. The ability to independently manage multiple concurrent assignments, provide technical consultation to stakeholders, and contribute to long-term planning for application services and system integrations is crucial. The position may also lead discrete project components or provide technical guidance to lower-level developers as part of assigned initiatives. Work is evaluated through periodic status reporting, adherence to project milestones, system performance, and successful delivery of completed solutions.

Requirements

  • Bachelor's degree in computer science or an IT related field OR related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; OR Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; OR High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; OR an equivalent combination of education and experience.
  • Proficiency with Microsoft SQL Server and T-SQL, including database maintenance and backup strategies.
  • Experience using PowerShell, including SQL Server–related modules and cmdlets.
  • Experience with XML, XPath, and XQuery, including SQL Server XML data types and indexing features.
  • Experience using the Bulk Copy Program (BCP) utility, including XML and non-XML format files.
  • Strong understanding of relational data modeling and normalization principles.
  • Demonstrated knowledge of modern web development concepts and practices.
  • Experience with ASP.NET, MVC, C#, and Entity Framework (EF) Core.
  • Strong understanding of relational data modeling and database design principles.
