Requirements

  • Knowledge of Health and Human Services IT Applications and eligibility systems (TIERS, State Portal, YourTexasBenefits.com).
  • Skill in communicating effectively both orally and in writing.
  • Ability to work professionally with a broad range of stakeholders.
  • Ability to establish and maintain effective and harmonious working relationships.
  • Ability to gather, assemble, correlate and analyze facts.
  • Ability to research, prepare, and direct information effectively.
  • Ability to develop and evaluate procedures and processes.
  • Skill in developing creative and workable solutions to complex problems and issues.
  • Ability to provide consultation to other Social Services Applications staff.
  • Ability to analyze and interpret technical information system documentation/specifications.
  • Ability to communicate in writing, translating user/business needs into a technical style, and communicate technical instructions to system users.
  • Knowledge of HHSC automated systems and reports.
  • Minimum of three years of experience with the State of Texas Health and Human Services organization required, with focus on eligibility programs or systems information management.
  • Applicants must be willing to work a regular Monday through Friday schedule, on site in the Austin office.

Nice To Haves

  • Preferred graduation from an accredited four-year college or university with major course work in business, communications, or IT/computer sciences.
  • Preferred experience working professionally with a broad range of stakeholders.
  • Preferred knowledge of State of Texas, Health and Human Services (HHS) eligibility programs.
  • Experience working with Texas HHSC automated eligibility systems preferred.
  • Relevant experience that exceeds the minimum requirement may be substituted for the education requirement on a year-for-year basis.

Responsibilities

  • Assists with Legislative inquiries/duties.
  • Responds to DFPS inquiries regarding Medicaid benefits (Adoption Assistance, Foster Care, Permanency Care Assistance).
  • Responds to Data Integrity inquiries.
  • Generates and distributes reports/data files as needed.
  • Manage Office Resources (MOR)/TIERS Security: Monitors and processes service desk tickets, researching and performing troubleshooting functions to resolve issues; provides guidance to Business areas requesting clarification of TIERS Security and MOR roles/functionality; provides consultation to other areas of IT-SSA and Business areas regarding system modifications.
  • Serves as a Subject Matter Expert (SME) on HHSC assistance programs (Medicaid, TANF, SNAP, etc), providing guidance to external and internal business areas and system users to determine action to resolve various case exception(s). (25%)
  • Serves as an assistant Systems Analyst for the TIERS Business Support/Security MOR Unit. (25%)
  • Assists in completing tasks and resolving issues pertaining to Foster Care/Adoption Assistance programs. (25%)
  • Provides support as needed to the Business Automation legislative liaison. (25%)
