About The Position

The Syracuse City School District is seeking an Application Program Manager to oversee major application areas, including maintenance, updating, and restructuring of all computer programs and systems. This role involves maintaining liaison with user departments, managing equipment acquisitions, and handling PC-related responsibilities such as LANs and networks. The Application Program Manager will exercise direct supervision over subordinate programmers and programmer analysts. This position is crucial for the district's innovation and transformation phase, aiming to ensure all students graduate college and career ready.

Requirements

  • Eight (8) years of work experience, or its part-time equivalent, in programming computers.
  • Two (2) years of work experience, or its part-time equivalent, in computer program analysis, which must have involved use of PL I or COBOL language.
  • Minimum of two (2) years of work experience, or its part-time equivalent, in program analysis.
  • Comprehensive knowledge of software implementation techniques and procedures such as system flow charts, pert charts, implementation schedules and workload estimating.
  • Thorough knowledge of IBM or IBM compatible hardware/software, personal computer hardware/software, operating systems, local area networks, and connectivity solutions.
  • Thorough knowledge of software facilities such as data communications, data base management, and system documentation.
  • Thorough knowledge in the areas of programming languages, job control languages, and software utilities.
  • Good knowledge of systems analysis with emphasis on user relations, data gathering techniques, and system scheduling.
  • Ability to supply direct and technical supervision of programming staff.
  • Physical condition commensurate with the demands of the position.
  • Must pass a fingerprint-based background check ($104.50 cost to candidate).
  • Must pass the civil service exam for this title and be reachable on the resulting eligibility list to be retained.

Nice To Haves

  • Two (2) years of permanent competitive class status as a Programmer Analyst, Systems Analyst, Systems Programmer, or Office Automation Analyst (for promotion consideration).
  • Post-secondary education from a regionally accredited or New York State registered college or university with a concentration in electronic data processing may substitute for programming experience on a year for year basis up to a maximum of four (4) years.

Responsibilities

  • Oversee the maintenance of all existing computerized systems, including estimation of staff, distribution of programming workload, and periodic system reviews.
  • Review modification requests for their impact on the entire system and assign them to programming staff for completion.
  • Obtain user acceptance for completed modification requests.
  • Assign department standards changes and in-house procedure changes to programming staff.
  • Participate in the development of new applications by reviewing and enhancing system design, and obtaining user and management approval.
  • Plan and direct the implementation phase of all new applications, ensuring adherence to original criteria.
  • Be responsible for all application education required by the user.
  • Plan the pooling of programmer resources necessary for application development.
  • Maintain direct contact with the computer operations section during the implementation phase of new applications.
  • Be responsible for the production scheduling of new applications in conjunction with the operations section.
  • Review general program specifications received by the project manager before assignment to programmer analysts.
  • Provide technical and direct supervision of programmers.
  • Act as the primary liaison between the Department of Information Technology and user department liaisons for all requested IT services.
  • Provide or coordinate and schedule the delivery of IT services, including modifications to existing mainframe applications, new mainframe applications, new PC hardware/software and upgrades, new local area networks and upgrades, network connectivity, PC application development and installation, and access to mainframe applications.
  • Coordinate services related to telephone, FAX, microfilm/microfiche, print services, and records management.
