About The Position

Help the Oregon Department of Fish and Wildlife fulfill its mission: To protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations. This position requires all applicants to attach a document answering two supplemental questions. This is one permanent, full-time position located at the ODFW Headquarters in Salem. You will serve as the primary strategic partner between designated business units and the Information Services Division (ISD), guiding the success of a defined portfolio of applications. You will ensure that technology effectively supports program goals, provide expert-level insight, and lead lifecycle planning, modernization efforts, and complex issue resolution.

Requirements

Option 1: Five (5) years of information systems experience in: project management and program analysis
Option 2: A Bachelor's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in: project management and program analysis
Option 3: An Associate's degree in Computer Science, Information Technology, or related field, or completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience in: project management and program analysis

Advanced Analytical Thinking- Skilled at evaluating business processes, identifying technology gaps, and developing forward‑looking recommendations that support modernization and cross‑program impacts.
Technical Problem‑Solving Expertise- Demonstrates deep troubleshooting ability across integrated systems, quickly resolves high‑impact issues, and leads comprehensive testing efforts.
Application and Systems Mastery- Maintains strong functional and technical knowledge of assigned applications, anticipates architectural or lifecycle risks, and guides multi‑team upgrades and releases.
Organizational and Coordination Skills- Effectively manages competing priorities, coordinates complex initiatives across teams, and ensures documentation, planning, and execution stay accurate and aligned.
Must attach a document answering two supplemental questions.
Complete the U.S. Department Homeland Security's I-9 form confirming authorization to work in the United States.
Driving is required for this position.

Responsibilities

Serve as the primary strategic partner between designated business units and the Information Services Division (ISD), guiding the success of a defined portfolio of applications.
Ensure that technology effectively supports program goals, provide expert-level insight, and lead lifecycle planning, modernization efforts, and complex issue resolution.
Lead collaboration with program areas to set priorities, gather complex requirements, advise on modernization opportunities, and recommend technology improvements that support long‑term planning.
Serve as the escalation point for high‑impact, multi‑system issues; perform advanced troubleshooting; and lead testing activities, including regression and user acceptance validation.
Maintain deep expertise in assigned applications, identify and mitigate architectural or lifecycle risks, coordinate multi‑team upgrades and feature releases, collaborate with Systems Analysts to refine information processes, and maintain system analysis and design documentation.
