About The Position

The Department of Healthcare and Family Services, Division of Child Support Services is seeking a qualified and motivated candidate to fill the role of Management Systems Specialist in the Operations section. This position will provide agency management with “front end” technical assistance in the development, maintenance, and coordination of a computer-based management information system. The ideal candidate will have excellent verbal and written communication skills regarding the presentation of technical information, the candidate should also possess strong customer services skills to be successful in performing the operations of the Application Development team. Requirements

  • Requires either:(1) A Master's degree in business or public administration or a closely related field, and preferably including course work insystems analysis, accounting, computer science, and statistics; requires two (2) years of professional experience in public orbusiness administration.
  • Or(2) A Bachelor’s degree in business or public administration or a closely related field, and preferably including course work insystem analysis, computer science and statistics; requires four (4) years of experience directly related to the development,maintenance, and coordination of a computer-based management information system.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires the ability to utilize and maintain state issued equipment such as a laptop.
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.

Responsibilities

  • Serves as Application Development Specialist by providing agency management with high level "front end" technical assistance in the development, analysis, interpretation, evaluation, modification, and installation of comprehensive management information systems
  • Plans, directs, and educates users in the use of personal computer applications, including Access databases, such as the Voluntary Acknowledgement of Paternity (VAP) database, Additional Information Request (AIR) database, Excel spreadsheets, Crystal reports, Share Point, WebEx and Mobius access groups
  • Advises management on feasibility and implication of proposed policy and procedural changes as they relate to the LAN/WAN
  • Analyzes Child Support Services (CSS) operations
  • Monitors the Resource Access Control Facility (RACF) system and its processes
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
