About The Position

This role involves managing project teams and overseeing the development of web applications, data reporting, and system administration. The manager will be responsible for creating development strategies, managing team performance, ensuring communication with leadership, and overseeing project planning, implementation, and control. Key responsibilities include collaborating with solution architects, managing budgets, identifying process improvements, evaluating new technologies, monitoring deployments, and ensuring applications comply with security policies. The role also involves acquisition planning, communicating project status, and designing/developing code for specific projects like the Disease Control Health Protection Master Person Index and the Division of Public Health Statistics and Performance Management (DPHSPM) Master Person Index (MPI). Data security and confidentiality are paramount, requiring strict adherence to departmental procedures.

Requirements

  • A minimum of twenty years of experience with object-oriented development techniques and managing project teams.
  • A minimum of twenty years of experience Web application server system administration, monitoring, troubleshooting, and performance tuning.
  • A minimum of twenty years of experience with data reporting and dashboards to meet user-defined requirements.
  • A minimum of twenty years of experience in change management best practices, serving in a code promotion role in partnership with development team.
  • A minimum of twenty years of experience with Source Control systems such as Visual Studio Team Services or Team Foundation Server or Azure DevOps.
  • A minimum of twenty years of experience with software build and release management methodologies.
  • A minimum of twenty years of experience with development of Web Application program interfaces (API) or Web Services to implement real time interfaces.
  • A minimum of twenty years of experience in FDOH systems using Agile Software development framework.
  • A minimum of ten years of experience managing large (50 plus) team of developers.
  • A minimum of fifteen years of direct project management experience managing multiple projects supporting programs at FDOH.
  • DevOps foundation or above certification required.
  • PMP Certification Required.

Responsibilities

  • Create development strategies and processes to standardize development practices across the Division.
  • Manage team performance, provide mentorship, and handle resource allocation.
  • Ensure regular and transparent communication with executive leadership.
  • Project planning, organization, and implementation, work breakdown structures, scheduling, and control.
  • Project control processes, procedures, and change control.
  • Collaborate and coordinate with solution architects to design scalable, maintainable, and secure applications.
  • Develop, communicate, and manage the project(s) budget.
  • Identify, document, and communicate process improvement and optimize development workflows.
  • Evaluate new technologies and platforms to ensure the best options are being used for project development.
  • Monitor deployment process and ensure smooth implementation of projects.
  • Ensure applications are aligned and in compliance with Department’s security policies and procedures.
  • Acquisition planning and management.
  • Communicate with management and project teams to ensure status of deliverables is clearly understood and risks and issues are known.
  • Design, develop, and code based on business requirements for the Department’s Disease Control Health Protection Master Person Index project.
  • Provide analytical services on systems to implement user-defined requirements.
  • Participate in backlog grooming, sprint planning, retrospective and review meetings.
  • Provide system support, code development, and testing during regular and off hours.
  • In collaboration with Department’s Division of Public Health Statistics and Performance Management (DPHSPM) information technology teams; design, develop, and code based on business requirements for the DPHSPM Master Person Index (MPI) project.
  • Work with Division resources to standardize collection and storage of DPHSPM shared data.
