About The Position

The Office of Federal Finance and Revenue (OFFR), under the Executive Office of Health and Human Services (EOHHS), is actively searching for an OFFR Advance Planning Document (APD) Policy Coordinator. To be successful in this position, the ideal candidate thrives in a fast-paced work environment and is capable of juggling competing priorities while ensuring the laws, rules, regulations, and procedures regarding federal revenue programs are followed. As the OFFR APD Policy Coordinator, you will assist with federal policy, guidance, and interpretation pertaining to developing and maintaining new revenue proposals across EOHHS. Additionally, you will assist with developing and coordinating the Medicaid Enterprise Systems (MES) Advance Planning Document (APD) process for MassHealth-related IT projects. Additional projects include Centers for Medicare and Medicaid Services (CMS) correspondence and documentation and assisting with APDs to EOHHS Agency Project Managers.

Requirements

  • Demonstrated experience with general report writing.
  • Competence to understand, explain, and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.
  • Proficient in analyzing and determining the applicability of data, drawing conclusions, and making appropriate recommendations.
  • Demonstrated experience in writing concisely, expressing thoughts clearly, and in a logical sequence.
  • Excellent interpersonal skills and ability to establish rapport with others.
  • Capacity to adjust to varying or changing situations to meet emergency or changing program requirements.
  • Ability to exercise discretion in handling confidential information.
  • Four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis.
  • At least one year of experience in a supervisory capacity.

Responsibilities

  • Review the costs of IT projects to determine if they are eligible for enhanced Federal Financial Participation (FFP) reimbursement from the Centers for Medicare & Medicaid Services (CMS).
  • Coordinate services for developing APDs for MassHealth IT projects and submittal to CMS that will generate up to 90%25 in reimbursement from CMS and help document and maintain APD processes and procedural steps for ongoing reference.
  • Provide assistance and support with the organization of APD project documents and support OFFR with oversight and tracking for APD processes, procedures, functions, and initiatives.
  • Research and analyze new and/or existing Federal and State policy regulations and guidelines pertaining to the Medicaid Enterprise System (MES) and provide summaries, memos and other correspondence in a clear and concise manner.
  • Query databases and use pivot tables for data analysis to support revenue claiming guidance and develop concise and easy-to-understand reports.
  • Liaise with various private, local, state, and federal agencies and others to exchange information and/or to resolve problems
  • Coordinate and submit reports to CMS on a monthly basis, assist with financial reconciliation of APD budgets, and track APDs including: evaluating the financial section of new/amended APDs and Status reports and reconciling CMS approval amounts on the MES Medicaid Detailed Budget Table (MDBT) spreadsheet. Perform related duties such as attending meetings, maintaining records, and preparing reports.
  • Work with the OFFR Director of Policy to complete special projects and reports as required and other duties as assigned
