About The Position

Under general direction, develop, implement, and coordinate projects and programs to promote, support, and integrate community involvement in the Animal Services Department. This role involves planning, developing, and implementing strategies and programs to facilitate community involvement, including developing policies and procedures for community input, conducting stakeholder assessments, and facilitating public dialogues. The position also involves assessing community concerns, serving as a liaison to external partners, overseeing research to evaluate program effectiveness, and managing humane education, community outreach, and pet support programs. Additionally, it includes developing and executing Animal Services programming, fostering partnerships, integrating animal welfare concepts, and developing outreach strategies to increase awareness and engagement. The role also oversees the development of humane education curricula, prepares reports, manages humane education and outreach programs for children and adults, builds relationships with stakeholders, and consults with communications staff on public information materials. It involves assisting in the management of events, representing the department at various meetings, and performing administrative duties such as evaluating program activities, conducting market research, coordinating volunteers, and managing budgets. The position also involves assisting in media interviews and supervising assigned staff.

Requirements

  • Bachelor's Degree or higher in Business or Public Administration, Public Relations, Communications, Liberal Arts, or a closely related field.
  • Five (5) years of experience involving the development and coordination of public information or community outreach or involvement programs.
  • Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment.

Responsibilities

  • Plan, develop, and implement strategies and programs to facilitate community involvement in Animal Services programming.
  • Develops and implements policies, procedures, and protocols designed to obtain community input on Animal Services programming and initiatives.
  • Conduct stakeholder assessments, meet with neighborhood residents, leaders, and community groups to identify trends, ideas, and available resources.
  • Facilitates public dialogues and consensus to develop community-driven projects and initiatives.
  • Assess community concerns, values, and opinions on Animal Services projects, programs, and initiatives.
  • Serve as a liaison to external partners and internal teams to establish events, programs, and resources for the community.
  • Oversee and conduct research through canvassing, focus groups, surveys, and other means to assess community needs and evaluate the effectiveness of programs.
  • Research community demographics, trends, and underserved areas to form outreach strategies and expand the department’s impact.
  • Manage humane education, community outreach, and pet support programs.
  • Develop, execute, and evaluate the effectiveness of Animal Services programming.
  • Facilitating the formation of public and private partnerships, business alliances, and inter-local agreements that foster the development of outreach and community engagement.
  • Collaborate with other jurisdictions, the business community, civic groups, and other stakeholders to integrate animal welfare initiatives.
  • Integrate animal welfare concepts into the Animal Services program development and marketing.
  • Identify opportunities and prospects to solicit and negotiate new, relocated, or expanded program operations.
  • Develop and implement outreach strategies to increase awareness and engagement.
  • Advocate for local events, services, and facilities by arranging and hosting or participating in related outreach activities.
  • Oversee the development of humane education curricula for utilization in classrooms, camps, workshops, and trainings.
  • Prepare regular reports on program performance and progress.
  • Manages humane education and outreach programs for children and adults.
  • Developing humane education curricula that promote animal welfare and pet responsibility.
  • Maintains a schedule of school presentations, seminars, summer programs, lecture series, off-site adoption events, pet wellness events, and other camps and classes for youth and adults.
  • Build relationships with district and community stakeholders to disseminate educational material and department information.
  • Consult with communications staff to develop and implement public information training materials, bulletins, and presentations.
  • Informing City officials of community events and issues through various media such as written reports, conferences, and community meetings.
  • Organizes forums, walking tours, conferences, and other community events and meetings.
  • Assist in the management, staging, and execution of EPAS events.
  • Site logistics, identification and preparation of adoptable animals, selection of event vendors, coordination of activities, and entertainment events.
  • Develop and maintain relationships with venue personnel and relevant City departments.
  • Represent the EPAS at City Council meetings, boards and commissions, and community events as required.
  • Perform administrative duties.
  • Evaluating program activities and recommending changes as appropriate.
  • Conduct market research to determine needs and evaluate project effectiveness.
  • Coordinate volunteers assisting with education and outreach initiatives.
  • Prepare, monitor, submit, and justify the education, outreach, and pet support budgets.
  • Assist in conducting media interviews, market new ideas and events to promote department activities, events, special exhibits, and programs.
  • Supervise assigned staff.
  • Schedule, assign, instruct, guide, and check work.
