About The Position

The purpose of this classification is to supervise and coordinate a team of Animal Field Services staff within the Fulton County Police Department. Responsibilities include directing the day-to-day work of the team, creating schedules, and overseeing operational activities. This classification is distinguished from Animal Field Services Manager in that the former focus is on the direct, hands-on oversight of a team, whereas the latter plans, organizes, and directs the overall operations of the Animal Field Services Division.

Requirements

  • Associate’s degree in animal science, Zoology, Veterinary Technology, Criminal Justice, Biology, or related field required.
  • Supplemented by three (3) years of experience in animal control with an understanding of state and local laws, regulations, codes and ordinances or related field.
  • OR two (2) years of experience as an Animal Services Officer II or Bite Investigator (Fulton County Government Police Department—current or former employees only), to include one (1) year of lead or supervisory experience.
  • OR any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid Georgia driver’s license.
  • Must be able to demonstrate proficiency in the performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.

  • Must possess and maintain the following certificate(s) within 24 months of employment: National Animal Control Association (NACA) ACO (Animal Control Officer) I, NACA ACO II, and NACA ACO III.

Responsibilities

  • Supervises, directs, and evaluates assigned staff: develops and oversees employees’ work schedules to ensure adequate coverage and control; organizes, prioritizes, and assigns work; evaluates employee performance; interprets, and enforces policies and procedures; oversees timekeeping and records management; investigates complaints against staff; provides coaching and mentoring; facilitates trainings, resolves staff issues, makes hiring recommendations, administers disciplinary action, and acts as the liaison between employees and management.
  • Responds to citizen complaints and investigates alleged violations of animal laws and regulatory ordinances; observes areas of alleged violations and interviews witnesses to determine if laws are being violated; issues warnings and citations to violators; collaborates and communicates with the appropriate court functions, ensuring that the appropriate individual(s) are involved/present as required and attending hearings as needed; sets up inspection calls to ensure compliance with laws and ordinances; and performs follow-up site inspections as needed.
  • Conducts investigations and prepares written reports of incidents; prepares evidence for court cases; testifies in court as a witness in animal control related cases; monitors and assists with court related matters; reviews cases submitted by officers; develops summaries of court-related activities; and performs follow-up as needed.
  • Maintains inventory of supplies and equipment; submits purchase requests for replacement of supplies and equipment per departmental guidelines; and performs inspections of animal control equipment, vehicles, and workstations for cleanliness and service.
  • Assists officers and dispatch with managing caseloads such as, emergency/non-emergency and high priority calls as needed; handles calls outside the scope of an Animal Services Officer; prepares and maintains records of unit daily activities and action logs; and updates information of calls within the computerized program.
  • Interprets and enforces the provisions of applicable federal, state, and local codes, ordinances, laws, rules, regulations, specifications, standards, policies and procedures: provides information and assistance concerning code and ordinance requirements; discusses problem areas with animal owners, residents, and businesses; makes suggestions and recommends solutions to violations; responds to questions or complaints concerning animal code violations; educates citizens about services, resources, laws, and regulations relating to the control, confinement, vaccinations, adoptions, shelters, and care of animals; and visits schools to educate students about animal safety.
  • Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; receives and reviews various documentation, including monthly reports, court documents and records, environmental laws and zoning regulations; reviews, completes, processes, forwards or retains as appropriate; prepares, completes, and submits various forms, reports, correspondence, and other documentation, including timesheets, performance evaluations, quarterly reports, and community improvement reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
  • Operates and maintains a County motor vehicle; operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
  • Communicates with County officials, supervisor, other employees, law enforcement personnel, residents, veterinarians, businesses, Court officials, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Performs the duties of the Animal Services Officers and Dispatchers.
  • Also functions as an Animal Services Manager in his/her absence.
  • Performs other related duties as required.
