About The Position

This is professional work at the working supervisor level in coordinating various activities relating to animal placement, shelter admissions, community pet resources, events, and customer service. Work involves participation in the handling and care of animals. Work requires knowledge of applicable laws, techniques, methods, and procedures governing animal care and control which involves the use of specialized skills which are acquired through a combination of training and considerable on the job experience, and the ability to coordinate, monitor and evaluate programs and formulate related policies and procedures. Assigns, monitors, reviews, and evaluates the work of assigned staff. Contacts require skills in understanding, influencing, and communicating with others in order to successfully interact with other employees and the public. Skills of persuasiveness, assertiveness, and sensitivity to others point of view are often required to influence behavior, change an opinion, or turn a situation around. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The counseling work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. Work is performed in office, kennel, veterinary medical, outdoor, and field environments where there are some risks and hazards due to the handling of animals, but hazards are known and somewhat predictable and mostly controllable. Schedule will involve working flex hours, weekends, nights, and holidays. The physical demands are moderate and consist of lifting animals and supplies weighing less than 50 pounds. Operates standard office equipment such as personal computer, motor vehicle, and euthanasia equipment. The work is performed under general supervision where the work assignments are varied, and the worker is permitted some latitude to set own priority subject to supervisor's approval.

Requirements

Three (3) years of education and/or experience in customer service, public administration, or related field.
Knowledge of applicable laws, techniques, methods, and procedures governing animal care and control.
Knowledge of supervisory methods and techniques.
Knowledge of administration methods, practices, and techniques.
Knowledge of animal behavior, training, and handling.
Knowledge of city policies and procedures on collection of money.
Knowledge of how to update web site and respond to MYJAX complaints.
Ability to coordinate various activities relating to animal placement and events.
Ability to perform euthanasia as taught by the FACA (Florida Animal Control Association) approved class and in compliance with the ACPS euthanasia protocol.
Ability to assign, monitor, review, and evaluate the work of assigned staff.
Ability to train and direct the activities of volunteers and others.
Ability to read, interpret, and apply animal care and control related laws, rules, and regulations.
Ability to formulate policies and procedures.
Ability to communicate effectively, orally and in writing.
Ability to develop and make presentations to groups.
Ability to establish and maintain records.
Ability to collect fees and balance reports with deposits.
Ability to participate in the handling, care and grooming of animals.
Ability to establish effective working relationships.

Ability to operate a motor vehicle.
Ability to recognize issues as they arise and to determine appropriate corrective actions.
Ability to remain calm during high stress situations.

Must possess and maintain a valid driver’s license during employment in this class.
Must qualify for, obtain, and maintain a City of Jacksonville public driver certification for employment in this class.

Nice To Haves

Two (2) years working in an animal care environment as a lead worker or supervisor.
Euthanasia Technician Certification must be obtained prior to completion of probation and must be maintained.

Responsibilities

Coordinates various activities and programs relating to animal placement.
Coordinates with the ACPS Manager of Volunteer Services to supplement staffing with volunteer activities pertaining to animal placement.
Coordinates adoption and community support events both on and off site, prepares marketing materials, and makes budget recommendations for event fees and advertising.
Oversees the collection of adoption fees and maintenance of records and ensures daily revenue reports are balanced with deposits.
Ensures compliance with citywide cash handling policies
Responds to complaints, concerns, and questions regarding adopted and reclaimed animals, as well as those housed in the shelter.
Assigns, monitors, reviews, trains, directs, and evaluates the work of assigned staff.
Develops databases, spreadsheets and reports to track, monitor, and evaluate progress of programs.
Formulates and recommends policies and procedures for assigned programs.
Standardizes procedures as needed, writes relevant SOPs, and conducts shelter wide training and implementation.
Provides recommendation and confers on animals being considered for humane euthanasia.
Responds to verbal and written inquiries regarding assigned programs.
Performs euthanasia as taught by the FACA (Florida Animal Control Association) approved class and in compliance with the ACPS euthanasia protocol.
Compiles data and prepares reports and/or oral presentations as it relates to assigned programs.
Establishes and maintains records, files, and reports.
Operates standard office equipment such as personal computers using word, spreadsheet, database and other related software, and euthanasia equipment.
Operates a motor vehicle.
Maintains up-to-date knowledge of animal sheltering best practices to keep innovative programs moving forward and improving the standards of humane animal care and customer service to the animals and the community.
Orders and maintains inventory of supplies for assigned programs.
Trains and educates assigned staff and community members on pet retention, reunification, and pet owner support strategies to keep families and pets together and support the human-animal bond.
Reports to work location during emergency circumstances such as actual and anticipated natural and man-made disasters.
Communicates clear directions, manages for results, and leads organizational change.
Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
Demonstrates proficiency in the City of Jacksonville’s competencies.
Performs related duties as required.
