About The Position

The Office of Health Programs (OHP) serves as the Bureau of Global Health Security and Diplomacy’s (GHSD) central office for health program implementation and oversight. OHP protects Americans and enhances U.S. security and prosperity by providing technical leadership and award management for lifesaving global health programs. OHP advances international efforts to combat HIV, malaria, tuberculosis, malnutrition, and maternal and child health challenges that threaten global stability and U.S. interests. OHP ensures that U.S. investments in global health achieve measurable results. OHP staff collaborate with foreign governments, organizations, industry, and non-governmental actors to strengthen health systems, improve access to essential services, and reduce morbidity and mortality among children, mothers, and families. The Office develops, implements, and coordinates health program policies and initiatives that promote well-governed country health systems capable of responding to the needs of their people and acting responsibly within the international system. OHP also leads efforts to coordinate health programming with other global donors, support the scale-up of evidence-based best practices, and build self-sufficient health systems abroad. Through this work, OHP saves lives, fosters global health security, and advances U.S. national, economic, and health interests.

Requirements

  • Demonstrated ability to support complex global health portfolios through strong analytical, organizational, and stakeholder engagement skills, with the ability to translate technical and programmatic information into actionable recommendations.
  • Strong understanding of TB prevention and care, including diagnosis, treatment, prevention, surveillance, and TB co-morbidities, sufficient to interpret program performance data and support evidence-based decision-making
  • Demonstrated experience with the design, implementation, or evaluation of public health or development programs, including integrated health programming preferred
  • Strong analytical skills, including the development and application of performance metrics, milestone-based management approaches, and monitoring and evaluation frameworks
  • Ability to analyze complex programmatic and financial data and synthesize findings into clear, actionable recommendations for leadership and country stakeholders
  • Excellent written and verbal communication skills, with the ability to convey complex technical and programmatic information to diverse audiences, including non-technical stakeholders
  • Demonstrated ability to engage and build capacity among ministries of health, donors, implementing partners, and other stakeholders in the use of data for decision-making
  • Strong organizational skills and the ability to manage multiple priorities under tight deadlines
  • Familiarity with U.S. government regulations, Congressional reporting requirements, and international donor processes
  • Master’s degree or higher in Public Health, Public Policy, Public Administration, International Development, Biomedical Sciences, Health Policy, or a closely related field
  • Minimum 5 to 8 years of relevant experience in global health or international development, with significant experience in program analysis, monitoring and evaluation, and program management
  • Experience working with TB or other infectious disease programs, such as HIV, malaria, or antimicrobial resistance, in high-burden or low- and middle-income country settings strongly preferred
  • Demonstrated experience supporting or managing large-scale health portfolios, including multi-country or multi-partner initiatives, with an emphasis on performance monitoring, data analysis, and reporting
  • Experience preparing or contributing to Congressional reports, briefings, and other high-level communications preferred
  • Must be a U.S. citizen.

Responsibilities

  • Conduct quantitative and qualitative analysis of TB program performance across countries and partners, including review of indicators, milestones, and implementation progress
  • Support development and refinement of performance metrics, milestones, and monitoring frameworks to track TB activities, biomedical innovations, and program performance
  • Identify trends, gaps, risks, and opportunities across the TB portfolio and provide evidence-based recommendations to improve program effectiveness and resource allocation
  • Support development and tracking of TB program indicators aligned with national and global strategies
  • Monitor TB interventions and programs with a focus on performance tracking, implementation progress, and compliance
  • Assist with management of TB-related awards, including development of work plans, monitoring of deliverables, and review of performance and financial reports for adherence to U.S. government and donor requirements
  • Maintain award management tools, trackers, and documentation to support robust operational oversight across the TB portfolio
  • Contribute analytical inputs to the design and selection of new program instruments, including performance-based and milestone-based mechanisms
  • Support the development and implementation of performance management systems that enhance accountability, transparency, and results
  • Prepare scenario analyses, options papers, and decision-support materials to inform strategic planning for TB programs and investments
  • Ensure timely and accurate preparation of analytical inputs, data tables, and narrative sections for Congressional reports, briefings, and other required documentation
  • Support tracking and documentation of compliance with U.S. government regulations, reporting standards, and donor requirements across the TB portfolio
  • Coordinate with interagency and implementing partners to verify and validate program data used in official reporting
  • Support monitoring and evaluation activities for TB programs, including review of indicators, baselines, targets, and data quality
  • Identify implementation challenges and recommend adaptive management strategies based on analysis of monitoring data and field reports
  • Contribute to learning agendas and operational research efforts by organizing, analyzing, and disseminating evidence that can inform policy and programmatic decisions
  • Document and share lessons learned, best practices, and analytic findings to inform global and country-level TB policy and practice
  • Develop user-friendly dashboards, briefs, and tools that support data use, award management, and performance monitoring by country teams and implementing partners
  • Support capacity building for ministries of health, donors, and implementing partners on program analysis, performance monitoring, and reporting
  • Foster strong working relationships with ministries of health, donors, implementing partners, and other stakeholders to support coordinated and effective program delivery
  • Participate in technical and programmatic working groups, providing analytic and management insights to support coordination and consensus-building

The projected compensation for this position is $90,500.00 to $95,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
